Lifting Futures (liftingfutures.org) is the GE Aerospace Foundation’s flagship workforce skills program, designed to help train the advanced manufacturing workforce needed across the aviation and aerospace industries. The $30M workforce program will train 10,000 workers by 2030 to help close the manufacturing skills gap.

GE Aerospace Foundation worked closely with FHI 360’s team of education and workforce experts to design and tailor the program to specific communities’ needs. Together, the Lifting Futures team is facilitating community stakeholder convenings and managing a network of organizations worldwide to reduce barriers to training, expand training capacity, and increase completion and job placements.

Lifting Futures has launched in the U.S. in Greater Cincinnati/Dayton, Ohio; Dallas/Fort Worth, Texas; Auburn/Montgomery, AL, and internationally in Kuala Lumpur/Selangor, Malaysia, and Wroclaw, Poland. It will identify another 5-7 cities by the end of 2026. In these cities, Lifting Futures will award, manage, and support grants to achieve program goals.

The Technical Advisor will provide expertise relating to the development of workforce skills across all project activities and report to the Project Director.

Responsibilities

• Provide technical leadership on workforce skills development across all project activities, within given resource and financial constraints.
• Provide technical inputs, advice, strategies, and oversight for the development of project grant mechanisms and processes.
• Develop systems and processes to support the development and completion of technical deliverables.
• Identify, mobilize, and deploy technical assistance from FHI 360 and from external consultants to support grantees in areas where they request and would benefit from additional support.
• Lead and participate in community planning activities in communities where Lifting Futures will award grants, bringing together education, industry, and government participants.
• Lead and contribute to the development of grant strategies in the communities where Lifting Futures will award grants, identifying major opportunities and barriers, and describing how grants will impact the community.
• Manage Community Coordinators in communities where Lifting Futures invests, ensuring that the Coordinators are supported throughout the Project and meet their deliverables.
• Support the Monitoring, Evaluation, Research, and Learning lead in refining project indicators capable of measuring the progress and success of the Project, subject to approval by the project Funder.

Minimum Qualifications

• Bachelor’s Degree or its International Equivalent in Workforce Education, International Development, Economic Development, Education, or a related field.
• Minimum of 8 years of relevant experience in project management, overseeing complex projects and initiatives, including experience managing global projects.
• Demonstrated expertise in career and technical education, workforce education or training, workforce development, economic development, or a related area.
• Experience providing technical assistance in workforce development or a related area.
• Experience working on complex projects on an international scale.
• Experience working with and building partnerships with a broad range of stakeholders including non-governmental organizations, corporations, community colleges and technical and vocational training institutions, and public sector and local government actors relating to education, training and workforce development
• English fluency required. Fluency in a second language preferred.

Preferred Qualificiations

• Master’s Degree in a related field.
• Experience with private sector funded programming
• Experience in advanced manufacturing and/or aerospace industry a plus.

Travel

• Up to 20% travel may be required for this role.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines. Final compensation will be determined in accordance with applicable law and FHI 360 policy.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: 89,000 - 120,000 USD annually
