General Description of Position Under general supervision of the Assistant City Manager, the employee is responsible for assisting in leadership of the Parks Division. The Parks Superintendent helps plan, assign, and direct the work of personnel engaged in the maintenance and care of the city parks, park facilities, athletic fields, and performs related work as required. Assists the Department by managing capital improvement projects, operations and programs, and business sustainability. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description. Essential Functions The following duties are typical for this position. Administrative & Managerial Plans, organizes, and directs Parks Division activities, including participating in the department's annual work plan, assigning and monitoring work activities, projects, and programs, and reviewing work products and procedures. Assists in developing and implementing departmental goals, objectives, policies, and procedures; creates and maintains standard operating procedures for departmental services and functions. Supervises Parks Department staff, including hiring and discipline responsibilities, and may act in the Director's capacity in their absence. Manages departmental programs, services, and personnel as assigned, overseeing maintenance, operations, and programming for aquatics, indoor/outdoor recreation, sports, and wellness activities. Manages parks operations and capital improvement projects, including contracts for facility and grounds maintenance and other contracted services. Assists in preparing and administering the annual operating and capital budget, working with department leadership throughout the process, and supports the department's overall business sustainability. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies and implements operational improvements and tracks their impact. Conducts organizational surveys, studies, and operational performance analyses. Assists in planning, delegating, and evaluating work related to parks and recreation facility/equipment maintenance, including repair, maintenance, and beautification of parks, open spaces, and recreational facilities. Represents the department with civic and community groups, assisting in planning or presenting programs. Field & Maintenance Maintains, installs, repairs, and replaces landscaping, turf, and irrigation systems in parks, rights-of-way, roadway medians, and other municipal facilities. Performs field work such as mowing, trimming, and trash collection in public areas, and assists Public Works as needed. Applies fertilizer, herbicide, and pesticide as properly credentialed. Maintains athletic fields and marks competition boundaries and lines. Paints, repairs, and maintains park equipment, furniture, facilities, and playground components. Installs and maintains signs, water and sewer lines, plumbing fixtures, electrical fixtures, lighting, and other park or municipal infrastructure. Cleans and sanitizes work sites, restrooms, and other park or public facilities. Inspects, cleans, and maintains equipment and tools to ensure safe operating condition. Ensures safe working conditions at job sites, including managing traffic hazards, equipment operation, and required barricades. Performs routine inspections of assigned areas, identifying and correcting hazards or making necessary repairs. Completes work orders and logs daily maintenance activities. Works on-call as assigned, assists other City departments as needed, and supports setup, teardown, and cleanup for special events and meetings. Performs other duties as assigned. Work Environment This position involves physically demanding work in varied outdoor conditions. Employees are frequently exposed to noise, outdoor weather, moving mechanical parts, and fumes, dust, or chemicals, and occasionally to electrical hazards. The work environment is often loud. Compensation and Benefits Salary Range: $62,000 – $86,000 annually, commensurate with qualifications and relevant experience. The is a full-time exempt position. Hours: At will. Qualifications To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. Must have a bachelor’s degree in recreation, administration, a related field of study or equivalent experience in the management of parks. Must possess and maintain a valid driver’s license issued by the State of Texas Must have driving record sufficient for coverage by City’s liability insurance carrier. Five (5) years’ experience in the management of parks or an equivalent combination of education and experience. Must possess a State of Texas Irrigator License or obtain upon hire. Must possess a State of Texas Chemical Applicators License or obtain upon hire. Must possess wastewater operator license or aquatic facility operator certification or obtain upon hire. Preferred Certified Professional Turf Manager (CPTM) Preferred Certified Playground Safety Inspector (CPSI) Considerable knowledge of: Design and construction of recreational facilities. Building and ground maintenance standards and practices. Knowledge, Skills and Abilities The employee performs many tasks which require the use of personal judgement and decision-making based on knowledge gained from experience. The employee accomplishes routine assignments without supervisory direction. The employee consults the supervisor regarding unusual, sensitive, or controversial matters. The employee resolves routine and non-routine problems by referring to policies or procedures and applying their judgment. The employee’s work is reviewed when problems arise or at the employee’s request. The employee confers with vendors in person, electronically, by mail and by telephone; maintains contact with citizens, with employees in their work unit and with employees in other departments; with members of City Council and the Mayor; with local leaders and/or representatives of special interest groups and with representatives of the media. The employee confers with employees in their division and with employees in other divisions and departments to give and receive information on schedules, priorities, operating problems and department or City policy; He/she confers with members of City Council and the City Manager’s office to give and receive information, to receive approval for projects to defend or explain departmental actions or recommendations; they confers with people employed outside of the City to conduct interviews for employment and/or to discuss recreational projects; he/she confers with vendors and suppliers for price information and information on their product, equipment or service, with representatives of the media and with local leaders and/or their representatives to give and receive information on projects and programs and to defend or explain departmental policies, procedures or activities. Ability to plan, assign, coordinate and supervise maintenance activities. Skill in communicating orally and in writing to give and receive information to resolve problems and/or in writing reports. Ability to lift and carry 60 lbs without assistance. Ability to be punctual and maintain consistent attendance. Skill in communicating orally and in writing to give and receive information from directors or other personnel. Skill in the preparation and management of operating and capital budgets. Skill in establishing and administering departmental policies and procedures in line with best practices as established by the NRPA. Critical Thinking Skills Ability to define problems, collect data, establish facts, and draw valid conclusions. Physical Requirements Employee must be able to sit, stand, walk, bend, kneel, crouch, crawl, and climb as needed throughout the workday, and must be able to lift and/or move up to 100 pounds. The role also requires the ability to operate motorized equipment and assigned vehicles, along with adequate vision (including close, distance, color, and peripheral vision, depth perception, and the ability to adjust focus), hearing, and speech to perform job duties safely.
