VETERANS HEALTH ADMINISTRATION

Summary

The incumbent fabricates, constructs, alters, repairs, and modifies structures and assemblies to include walls, partitions, doors, roofs, furniture, cabinets, countertops, shelving forms, and shipping crates.

Help

Major duties and responsibilities will include:

  • Constructs walls and partitions primarily using metal studs and plates; however, will also be required to work occasionally with wood/lumber for walls and partitions, rafters, floor joists, and bridging.
  • Installs and/or replaces wood or metal doorframes, window frames, windows and doors.
  • Installs sheetrock and insulation, paneling, roofing materials, pegboard, firecaulking and similar materials. Performs minor masonry and plastering related tasks in association with institutional carpentry duties.
  • Will make minor repairs and changes to plaster walls, brick, block, and tile installations. Mixes cement, mortar, white and brown coat plaster for minor repairs and installations. Installs, replaces and repairs acoustical ceiling grid systems and wall-mounted acoustical panels.
  • Prepares flooring for the installation of approved floor covering materials and installs vinyl tile, carpet and laminate flooring products. Installs, replaces and repairs cove base, corner guards, handrails, and protective wall rails. Installs plastic laminate such as formica, moldings, or picture frames.
  • Constructs stairs, handrails, construction barriers and barricades as needed to support in-house construction efforts and comply with Interim Life Safety Measures and construction safety guidelines.
  • Mortises door for locks and hinges and installs these devices in metal and wood doors. Regularly repairs, adjusts and installs other types of builders' hardware for doors to include self-closing devices, doorstops, window panels, push and pull plates, kick plates, window latches, mirrors, and wall mounted dispensers.
  • Performs preventive maintenance and other related duties as assigned. Conducts routine inspections of handrails, grab bars and wall mounted fixtures for structural soundness.
  • As a minimum, conducts semi-annual reviews of all fire-rated walls and doors for compliance with NFPA and Joint Commission standards. Reports findings of noncompliance to the Structural, Grounds & Transportation (SGT) Supervisor. Assembles, modifies and installs furniture, systems furniture, partitions and related appurtenances including, but not limited to, keyboard trays and ergonomic equipment. Relocates furniture, furnishings and nonmedical equipment as required in the course of performing duties.

Position Description Title/PD#: Carpenter/PD03848A

Physical Requirements : The duties of this position require considerable movement around the hospital and involve bending, lifting, crawling through restrictive areas, and working from ladders, scaffolding, and platforms both in- and outside buildings. The Carpenter must frequently lift objects weighing up to 10 pounds and occasionally lift equipment or materials weighing 50 pounds or more with proper equipment. Assignments may require standing, stooping, kneeling, climbing, and working in tiring and uncomfortable positions. The Carpenter works in all areas throughout the medical center. Inside areas may be dirty, dusty, and greasy and contain bad odors. The Carpenter is: subject to danger of falling when working from ladders and scaffolds; exposed to moderately high noise levels; exposed to dust, fumes, and dirt; exposed to possible strains, cuts, electrical shock, bruises, burns, and infections; occasionally exposed to the possibility of broken bones. Outside duties are performed in all types of weather. The use of protective devices such as ear plugs, safety glasses, gloves, clothing, and safety equipment is required as needed.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
  • Equipment Assembly, Installation, Repair
  • Interpret Instructions, Specifications (includes blueprint reading)
  • Without more than normal supervision

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
