You will serve as an ENGINEERING TECHNICIAN in the STRATEGIC PLANNING BRANCH 713, TECHNICAL DIVISION LIFTING & HANDLING 710, DEPUTY LIFTING & HANDLING DEPT 701, LIFTING & HANDLING DEPT 700 of NORFOLK NAVAL SHIPYARD.

Duties

Help

• You will be assigned the most complex tasks within the Strategic Planning Engineering Branch and report directly to the Branch Head.
• You will study, investigate, analyze and make decisions on organization improvements in the following areas: training; methods; facilities; funding and budgeting; technological assessments and forecasting; process and procedures for executing work.
• You will be thoroughly familiar with all aspects of lifting and handling equipment.
• You will participate in inspection surveillance process and evaluate contractor quality performance.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing contracting and Strategic Planning projects and resources, including technical performance, budgeting, and adherence to contracting requirements.
• Experience in applying the results of engineering and business research to secure existing products or services or to lead to the development of new products or services.
• Experience in establishing and maintaining relationships with key individuals or groups, both internal to the Government and external organizations, and ability to persuades others to builds consensus through give and take and gain cooperation from others to obtain information, find solutions, and accomplish goals.
• Experience planning, defining, developing, and documenting quality requirements for products, services, processes, and systems that are suitable to the activity, proportional to the risk, and consistent with established Agency guidance, practices, and standards.
• Experience monitoring progress and evaluating outcomes to improve organizational efficiency and effectiveness.
• Experience identifying and analyzing problems; weighing relevance and accuracy of information; providing solutions.
