About this role The Office of the Public Guardian (OPG), Supervision and Investigation Services (SIS) is looking for an Executive Officer (EO) to work in either Birmingham (Victoria Square House) or Nottingham (Embankment House). This role involves managing a caseload of investigations into concerns about attorneys’ behaviour and capacity matters, producing reports and recommendations for the Public Guardian and Court of Protection. The position is permanent with a minimum of 23 hours per week for part‑time staff. Organizational Overview The OPG protects people in England and Wales who may lack the mental capacity to make decisions about their health and finance. As a Civil Service Executive Agency of the Ministry of Justice, the OPG registers lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervises deputies appointed by the Court of Protection. Team Overview As a member of the investigations team you will handle your own caseload, conduct investigations into attorney conduct and capacity issues, liaise with various parties, gather evidence, and produce timely, thorough reports and recommendations. You will collaborate with peers, support and coach colleagues, and participate in working groups to improve the team’s practices. Duties and Responsibilities Conduct investigations into attorneys’ exercising of powers under a registered LPA & EPA following concerns raised internally and/or externally. Liaise with attorneys and third parties to gather required information and evidence to determine allegations and achieve outcomes in the best interests of donors lacking mental capacity. Undertake safeguarding actions throughout the investigation; refer matters to police, local authorities or other agencies where appropriate. Complete accurate and thorough reports for the Public Guardian and Court of Protection with clear justifiable recommendations. Implement the Public Guardian’s recommendations. Produce witness statements for the Court of Protection, respond to court directions, and attend hearings where required. Understand how your work feeds into the wider operation of SIS. Monitor performance against key milestones, re‑assess workloads and priorities when demands conflict. Work proactively with colleagues across OPG sites to ensure a professional and responsive approach to investigations. Contribute at local management meetings and business‑level forums; lead and participate in relevant working groups and committees. Co‑ordinate with less experienced team members, providing coaching and guidance to progress investigations accurately and promptly. Stay aware of changes to the MCA, MoJ policies and OPG policies, and external activities that may impact your area of responsibility. Encourage teamwork within your unit and across departments to achieve OPG objectives. Promote diversity, inclusion and quality of opportunity in all aspects of work. Take reasonable care for your own health and safety, and those of others, following OPG Health & Safety Procedure. Continue developing knowledge of Public Guardian functions and responsibilities. Embed continuous improvement behaviours through the use of tools and techniques, promoting a leadership culture within OPG. Skills and Qualifications Ability to interpret and comprehend financial evidence to make informed decisions. Ability to produce high‑quality written reports with analysis, conclusions and recommendations. Time‑management skills and ability to organise workload to meet conflicting deadlines. Capability to work with minimal supervision, committed to high‑quality performance. Strong written, telephone and oral communication skills. Proficiency in standard Microsoft Office products. Desirable Qualifications Knowledge of the MCA and Code of Practice. Hybrid Working The role offers hybrid working subject to business needs and satisfactory performance. New starters must attend the office full time (37 hours per week) during the first four weeks of training. After that, part‑time agreements can commence.
