Job Title Senior Technical Specialist 3 Agency Construction & Development Department/Division Delivery/Systems Reports To Principal Technical Specialist Work Location 2 Broadway Hours of Work 8:30 AM to 5:00 PM or as required (7.5 HR/ DAY) Job Family GEN Grade 008 Salary Range $123,294 to $154,117 Summary A Senior Technical Specialist 3 will demonstrate their ability to work independently and in a team and manage and succeed in a fast-paced technical environment. This candidate will have a proven ability to analyze situations accurately and reach effective decisions based on informed judgment and consultation. Responsibilities Assist in leading a team involved in the concept, design, modification, analysis, and delivery of MTA C&D projects. As a team leader, coordinate detailed design phases for all MTA systems and infrastructure design aspects. Provide expertise to resolve complex technical issues. Research and recommend solutions for complex systems integration and interface issues. Use various software and programs to develop/review analysis, design, and plan preparation/review. Prepare, review, and/or approve proposals, contracts, or cost estimates. Negotiate revisions, changes, and additions to contractual agreements with sub-consultants and clients. Assist the Project Management team through creative problem‑solving during interactions with Agency Owners and by completing tasks to meet the project schedule. Provide technical inspection support and oversight on active construction projects. Review the work of peers and communicate constructive feedback. Work with the Project Management team for project reviews, change procedures, and commercial and project control updates. Education and Experience Bachelor of Science degree in an appropriate technical discipline or equivalent subject. Master’s degree preferred. Disciplines may include, but are not limited to, Computer Science, Information Systems/Technology, Computer, Communications, Electrical, Electronics, Signals, or Systems Engineering/Technology. Minimum of twelve (12) years of related experience. Minimum of six (6) years in a managerial or supervisory role and/or project manager role in a large, multi‑faceted organization and/or with highly complex systems. Competencies Experience in large-scale technical issues for significant construction projects or projects with highly complex systems. Experience leading and managing designers, contractors, subcontractors, and/or vendors. PMP or relevant technical certifications desirable. NYS Licensed Professional Engineer, a plus. Demonstrated knowledge of applicable industry codes and standards. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels to drive project/program outcomes. Demonstrated ability to work in a high‑profile, high‑pressure environment effectively. Focus and ability to deliver results, organizational effectiveness, and continuous improvement. Proven leadership as a change agent and creative/innovative thinker with ability to align business goals with solutions to drive process improvements. Excellent team building, listening, problem‑solving, and prioritization skills. Alternate Delivery Experience Preferred Proficiency in current design and engineering software and Microsoft Office required. An attitude and commitment to actively participating in employee culture necessary. Able to multitask and be flexible/adapt to rapidly changing project requirements/timelines.
