COBOL Developer/ Legacy Systems SME
The Arizona Department of Revenue is in the process of converting its legacy Oracle based Tax Accounting System (TAS) to a new platform. The new application, STARS, is being developed to meet the changing needs of the department and taxpayers. The Department is seeking additional resources to assist existing staff with the different work streams involved in the conversion of this application. The approach by the vendor and Department will focus on one tax type at a time.
• Analyze legacy COBOL-based modules within the Tax Accounting System (TAS) to identify components impacted by tax type migration and system modernization activities.
• Support analysis and implementation of decommissioning activities for legacy tax types as they are migrated to the STARS system.
• Review and analyze existing COBOL programs, batch jobs, and system workflows related to tax processing functions.
• Implement decommissioning logic and updates required to disable further processing of migrated tax types within legacy TAS systems.
• Validate and test batch processing shutdown procedures and ensure system stability after legacy components are disabled.
• Collaborate with database developers and technical architects to understand dependencies between COBOL modules and Oracle database components.
• Support system regression testing activities to verify that legacy processing changes do not impact remaining operational tax types.
• Assist with documentation of legacy system architecture, processing logic, and decommissioning procedures.
• Participate in defect analysis and resolution related to legacy processing logic and batch execution failures.
• Support system transition activities by ensuring proper documentation and validation of legacy system impact following tax type migration.
• Provide subject matter expertise on legacy TAS system functionality and assist technical teams in identifying potential risks associated with system changes.
• Contribute to milestone deliverables by validating successful decommissioning of legacy processing components.
