Vice President Of Finance And Administration

Wenatchee Valley College (WVC) invites applications for a transparent, collaborative, and solution-oriented leader to serve as vice president of finance and administration. This executive-level role functions as the college's chief financial and operations officer, with broad responsibility for strengthening the institution's financial health and operational sustainability. A key responsibility is to ensure the college has a fiscal status and culture that ensures compliance with internal and external requirements and positions it as a high performing institution. As a member of the president's cabinet, the vice president will work closely with faculty, staff, and administrators to support high-quality teaching and learning; enhance student services, promote a culture of continuous improvement; and ensure that financial, administrative, and operational functions align with WVC's mission and strategic goals. The vice president oversees several critical areas, including finance and budgeting, payroll, facilities management and capital construction, information technology, campus safety, security and auxiliary services. Direct reports include the controller, director of facilities, director of information technology, director of campus security, purchasing and contract specialist and an executive assistant.

Key responsibilities include overseeing the development and management of the college's annual budget, ensuring fiscal integrity and accountability, risk management, institutional contracts and optimizing resource allocation. This role also involves overseeing the maintenance and improvement of campus facilities, ensuring they meet the needs of students, faculty, and staff. Additionally, the vice president of administrative services will be instrumental in driving technology initiatives that support the college's strategic goals and enhance the overall student, employee, and community stakeholders experience. Collaboration with other senior leaders is essential to support academic and student services, foster a culture of continuous improvement, and align administrative functions with institutional priorities.

Essential Functions

Essential Functions:

  • Serve as treasurer to the board of trustees, providing strategic guidance and reports on tuition, fees, budgeting, capital projects and institutional policy development.
  • Manage institutional financial obligations, enhance the district's solvency, financial health and operations while building college reserves.
  • Provide short- and long-term financial forecasting and identify innovative or alternative revenue streams.
  • Generate timely, data-informed insights to the President, Budget Committee, and board on financial matters, emerging challenges and potential solutions.
  • Oversee collaborate and transparent budget development and oversight process that align with strategic goals and supports institutional advancement.
  • Ensure that annual audited financial statements are produced.
  • Oversee the development, revision, and integration of institutional policies in collaboration with the cabinet, Collaborative Oversight Committee, president and the board of trustees.
  • Develop and maintain systems of accountability, continuous improvement, and financial assessment, with a focus on strategic insight, risk management and operational efficiency.
  • Lead all phases of capital projects, from initial planning through execution.
  • Ensure clear, consistent, and accessible communication and documentation of administrative policies and changes them across the college community.
  • Set administrative goals and strategies to align operations with institutional priorities, and continuously seek ways to enhance accessibility, understanding and appropriate interpretation.
  • Oversee financial and business services, including facilities, IT, payroll, auxiliary services, purchasing, budget planning, risk management, parking, facility rentals, security, contracts and public-private partnerships.
  • Cultivate and maintain relationships and strategic partnerships with business, community, education and government stakeholders.
  • Advocate for institutional priorities with external stakeholders and represent WVC at community and regional events.
  • Ensure financial visibility and transparency to support informed decision-making by the college, cabinet, president, and the board of trustees.
  • Facilitate collaborative budget planning and implementation through campus-wide input and shared governance.
  • Support the long-term maintenance, development, and sustainability of campus facilities and infrastructure.
  • Implement comprehensive safety and security protocols to foster a safe and welcoming campus environment.
  • Represent WVC on the SBCTC Business Affairs Commission.
Qualifications

Minimum Qualifications:

  • Bachelor's degree in business administration, finance, accounting, public administration, community college leadership or related field from an accredited college or university.
  • Five years' administrative or executive leadership experience related to the vice president's primary responsibilities as stated above.
  • Experience in budget oversight and financial management in a comparable organization.
  • History of producing monthly, quarterly and annual fiscal reports, including audited financial statements.
  • Experience with budgeting development, forecasting and monitoring.
  • Effective interpersonal skills with an ability to establish strong relationships and partnerships
  • Proficient with word processing, spreadsheet, database and presentation software.
  • Successful experience as a mentor and team developer.
  • Strong organizational, supervisory, analytical and decision-making skills.
  • Or, if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications:

  • Master's degree in business administration, finance, accounting, public administration, community college leadership or related field from an accredited college or university.
  • CPA certification.
  • Work experience in higher education.
  • Experience with Peoplesoft.
  • Experience within a union environment.
  • Understanding of and commitment to shared governance.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.

  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with enterprise systems; ability to be cross trained to provide basic technical support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.
Additional Information

Terms of Employment:

This is a full-time administrative exempt position contracted on an annual basis.

The starting salary hiring range for this position is $159,000 to $184,062*. Individual placement within the hiring range is based on the candidate's current experience, education, skills, and abilities related to the position. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.

*includes general wage increase effective 7/1/26.

Work Schedule & Environment:

  • Normal work hours are Monday through Friday, 8:00 a.m.-5 p.m. (1 hour lunch).
  • Work is performed on campus in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required
