Engineering Supervisor

FLSA Status: Full Time, Exempt 

Pay Grade: M-12

SUPERVISION

Supervision Received: Reports to DPW Director

Supervision Given: Exercises direct and indirect supervision over senior engineering technicians and engineering technicians.

DESCRIPTION

Under the general direction of the City Engineer and/or Director, DPW, the Engineering Supervisor plans, organizes, supervises, and reviews the work of professional and technical engineering staff engaged in the design, review, and construction management of public works and capital improvement projects. The position exercises independent judgment on complex civil engineering matters, ensures projects are delivered on schedule and within budget, and serves as a technical resource to City management, other departments, contractors, developers, and the public.

ESSENTIAL FUNCTIONS :

• Plans, assigns, supervises, and evaluates the work of engineering and inspection staff; establishes performance standards, provides training and mentoring, and conducts performance evaluations.
• Manages the design, review, and delivery of capital improvement and public works projects, including streets, sidewalks, storm drainage, water and sewer utilities, grading, and traffic facilities.
• Reviews and approves engineering plans, specifications, calculations, cost estimates, and construction documents for conformance with City standards, codes, and applicable regulations.
• Prepares and administers contracts, requests for proposals, and consultant agreements; monitors project budgets, schedules, and change orders.
• Oversees construction inspection to ensure compliance with approved plans, specifications, safety requirements, and quality standards.
• Reviews private development and subdivision plans for compliance with municipal engineering standards and conditions of approval.
• Coordinates projects with other City departments, utility companies, regulatory agencies, and outside jurisdictions.
• Prepares staff reports and technical recommendations; presents to the City Council, commissions, and community groups.
• Assists in developing the division budget, work programs, capital improvement plans, and long-range infrastructure planning.
• Responds to and resolves inquiries and complaints from the public, developers, and contractors regarding engineering matters.
• Ensures compliance with federal, state, and local laws, regulations, and safety practices, including environmental and stormwater requirements.
• Maintains current knowledge of engineering standards, technologies, and best practices; recommends improvements to procedures and standards.

MINIMUM REQUIREMENTS

• Education: Bachelor's degree from an accredited college or university in Civil Engineering or a closely related field.
• Experience: Five (5) years of increasingly responsible professional civil engineering experience, including at least two (2) years in a lead or supervisory capacity, preferably in a public agency.

Knowledge, Skills, and Abilities: 

• Computer skills, proficiency in Microsoft Word, Excel, PowerPoint, and internet research.
• Principles and practices of civil engineering as applied to municipal public works design, construction, and maintenance.
• Applicable federal, state, and local laws, codes, and regulations governing public works engineering.
• Principles and practices of supervision, training, project management, and budget administration.
• Contract administration, construction methods, materials, and inspection practices.
• Experience working in the BS&A program
• Ability to establish and maintain effective relationships with fellow employees, outside personnel, contractors and the general public.
• Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Ability to communicate effectively, both verbally and in writing.
• Valid Michigan Driver's License or the ability to obtain at time of hire.

PHYSICAL REQUIREMENTS

Work is performed primarily in an office environment with frequent travel to construction sites and field locations. Field work may require walking over rough or uneven terrain, exposure to varying weather conditions, noise, dust, and moving equipment. The position requires the mobility to operate a motor vehicle, sit for extended periods, and occasionally lift and carry materials weighing up to 25 pounds.
