Legal Senior Counsel, Market Access

Job Summary As a legal advisor in a highly regulated environment, you will provide expert advice and counseling to business partners across various departments, including Market Access, Government Affairs, Public Policy, and the pipeline. You will report to the Assistant General Counsel and support commercial initiatives while managing legal risks and safeguarding the company’s integrity and reputation. Key Responsibilities Provide advice and counsel to business partners on commercial initiatives, advancing strategy while addressing legal risks. Offer legal advice on statutory and regulatory obligations, including: Medicaid, Medicare, 340B program, Veterans Health Care Act Market access and reimbursement issues Government pricing, price reporting compliance policies, and reasonable assumption documents Centers for Medicare and Medicaid (CMS) final rules, correspondence, letters, and public comments on proposed rules and guidance Proposed and enacted U.S. federal and state legislation impacting pharmaceutical companies (e.g., market access, pricing, reimbursement, state drug price reporting and transparency laws) Manage services and contracting related to specialty distributors and specialty pharmacies. Lead data and special projects, including brand strategic planning and business operation plans. Stay abreast of evolving healthcare legislation, regulations, and enforcement landscape. Ensure compliance with applicable laws and company policies, including the Anti‑Kickback Statute and other U.S. healthcare compliance laws. Collaborate with legal colleagues supporting commercial, pipeline, and privacy to deliver comprehensive legal advice. Review select materials in the Communication Review Committee. Contribute to the Legal & Compliance Department through projects and initiatives such as Culture and Pro Bono & Community Engagement. Share information and knowledge through group presentations and individual discussions with peers and managers. Qualifications, Professional Skills, and Preferred Experience JD from an ABA‑accredited law school. Member of a state bar. Minimum of 8 years post‑JD experience advising on legal matters in the life sciences space (law firm or in‑house in biopharmaceutical industry). Experience with government price reporting and with statutes, regulations, and guidance applicable to market access activities (Medicaid, 340B, Veterans Administration, federal and state anti‑kickback statutes, state drug pricing transparency laws, OIG guidance, False Claims Act, PhRMA Code). Outstanding communication skills (verbal and written). Advanced contracting and redlining skills with strong attention to detail. Excellent analytical, problem‑solving, and organizational skills; ability to handle multiple responsibilities while maintaining high quality and timeliness. Proven ability to manage outside counsel efficiently and stay within budget. Legal advice experience on specialty medicines (highly desired). The range is based on a reasonable estimate for the base salary at the time of posting. The role may also be eligible for an annual bonus, equity awards, and overtime pay in accordance with federal and state requirements.
