Research Analyst, Bureau of Mental Health

The Bureau of Mental Health’s (BMH) mission is to improve mental health and wellness for people in New York City and to eliminate racial and other long‑standing societal disparities by providing services, resources, and opportunities grounded in accurate, data‑driven information that fosters community participation and reduces the stigma around mental health. BMH contracts for supportive housing, crisis intervention, mental health treatment, care coordination, and psychiatric rehabilitation services. It directly operates the city’s court‑mandated Assisted Outpatient Treatment (AOT) program, Single Point of Access (SPOA) for mobile treatment, and the NYC Supportive Transition and Recovery Team (NYCSTART) for young adults experiencing a first episode psychosis. BMH also evaluates mental health services, conducts population‑level surveys, and performs behavioral health system surveillance to identify gaps in care and inform decision making, advocacy, and policy. Duties Participate in the planning, development, and implementation of population‑level mental health surveillance and research, including development and maintenance of adult mental health surveillance systems in NYC. Design, conduct, and interpret analysis of administrative and survey data (e.g., SPARCS, Vital Statistics, epidemiologic investigations) to evaluate prevalence, patterns, trends, and associations with social determinants of mental health. Participate in investigations of surveillance clusters or signals following established protocols. Assist with identification and implementation of new surveillance data sources and/or methodologies. Ensure surveillance indicators are measurable, standardized, and support demographic disaggregation to monitor disparities among historically marginalized populations. Leverage surveillance and program data to support planning and resource allocation of mental health programs. Monitor surveillance systems for data quality issues, anomalies, and outliers, investigate discrepancies, and apply corrective actions. Pre‑process, clean, and prepare data using SAS and/or R; assist in data management through quality review and documentation. Respond rapidly and accurately to internal and external requests for data. Create graphics, tables, slides, and dashboards; effectively present and interpret findings verbally, in writing, and graphically to stakeholders. Assist in writing technical and research publications based on analysis findings. Conduct literature reviews to inform research questions, analysis design, and outcome measures. Collaborate with other research, surveillance, and evaluation staff. Conduct special projects and perform other duties as assigned. Incorporate an equity lens throughout all aspects of work. Preferred Skills Strong analytic and statistical skills with experience manipulating and analyzing data using SAS and R. Ability to design and produce dashboards, reports, and maps using Tableau, Microsoft Power BI, and GIS tools. Competency in Microsoft Word, Excel, and PowerPoint. Minimum Qualifications Assignment Level I: Master’s degree in an accredited college or university with specialization in a relevant field of physical, biological, or environmental science or in public health. Assignment Level II and above: Either a doctorate in a relevant field with one year of full‑time supervisory, administrative, or research experience, or a master’s degree with three years of responsible full‑time research experience. All candidates must have at least a master’s degree and two years of relevant experience; two years as a City Research Scientist Level I may substitute for the required experience. Probationary Period: Appointments are subject to a minimum probationary period of one year.
