Position Description:

EEC Solutions is recruiting five (5) full-time Instructors / Joint Planning Subject Matter Experts to deliver the Joint Enabling Capabilities Command (JECC) and Joint Planning Support Element (JPSE) training and Mission Readiness Exercise (MRX) program at Naval Station Norfolk, Virginia.

Instructors plan, develop, deliver, and assess the unit-level joint education, training, and exercise programs that prepare JPSE personnel for rapid worldwide deployment and employment as a joint force headquarters. Each instructor teaches the 10-day Joint Planners Course (JPC) built on the Joint Planning Process in Joint Publication 5-0, supports quarterly Mission Readiness Exercises as an exercise designer and observer, serves in white cell and response cell roles, and maintains the curriculum, planning scenarios, and student materials the courses depend on.

Three (3) of the five instructors additionally teach the 3-day Joint Force Headquarters (JFHQ) Joint Task Force (JTF) Formation Course built on Joint Publication 3-33. All five positions are designated essential contractor services. Incumbents continue to perform during a crisis, national emergency, or mobilization until relieved by proper authority.

All five positions are contingent on contract award. The base period runs 25 September 2026 through 24 September 2027, with four 12-month option periods extending performance through 24 September 2031.

Essential Duties and Responsibilities: These positions will:
  • Deliver four (4) resident iterations of the 10day Joint Planners Course each year at Naval Station Norfolk, Bldg X132, for training audiences of 30 to 60 personnel, and hold capacity for one additional CONUS or OCONUS iteration.
  • Instruct the Joint Planning Process in accordance with JP 50 as a designated course subject matter expert.
  • JFHQqualified instructors only: deliver two (2) resident iterations of the 3day JFHQ JTF Formation Course each year in accordance with JP 333, and hold capacity for two additional iterations.
  • Maintain and update course curriculum, instructional material, planning scenarios, and student handouts against current joint doctrine and JPSE after action review outputs. Provide master copies and instructor guides to the government.
  • Update course materials no later than 30 days before each iteration and publish them no later than 7 days before the iteration begins. raining coordination and administration
  • Coordinate with interorganizational partners for JPSE participation in the Defense Support of Civil Authorities (DSCA) Phase II Course, the Joint Humanitarian Operations Course (JHOC), and Humanitarian Assistance Response Training (HART), whether hosted in residence or attended virtually.
  • Coordinate interorganizational support for JPSE training events and JPSE personnel attendance at partnerhosted training.
  • Process System Authorization Access Requests, up to 70 per quarterly Mission Readiness Exercise and up to 280 annually.
  • Manage training supplies and course materials supporting approximately 450 participants annually across all events.
  • Tailor all course material so it can be disclosed to NATO and Five Eyes military personnel who observe or attend, while meeting U.S. military and U.S. Government civilian audience needs.
  • Deliver all products in Microsoft Office formats and turn over master copies to the government. All materials developed under this contract remain government physical and intellectual property.
  • Travel:
  • Travel up to thirteen (13) trips per year, approximately ten (10) days per trip. Four of those trips are OCONUS.
  • Programmed destinations include Colorado Springs CO, Fort Meade MD, Pearl Harbor HI, Tampa FL, Doral FL, Omaha NE, the National Capital Region, and overseas locations such as Japan, Italy, Germany, and the United Kingdom.
  • Additional global temporary duty travel may be required to support collective training events and PreDeployment Site Surveys.
  • Candidates must hold or be able to obtain a valid U.S. passport and must be medically and administratively able to travel worldwide.
  • Schedule and Duty Conditions:
  • Core hours are 0700 to 1600 Eastern Time, Monday through Friday, excluding the eleven federal holidays.
  • Mission Readiness Exercises and course iterations regularly require work beyond normal office hours, including weekends.
  • The government provides workspace for up to five contractor employees at the JECC/JPSE facility, along with email and local area network access.
  • These positions are designated essential contractor services. Incumbents continue performing during a crisis, national emergency, or mobilization until relieved by proper authority.
  • Professional Conduct and Security Obligations: These positions will require employees to:
  • Identify yourself as a contractor in meetings, on government telephones, in email signature blocks, and on all documents and reports you produce.
  • Wear a readable identification badge showing employee name and company name at all times on the installation.
  • Maintain a professional, conservative appearance and open, professional communication with government personnel.
  • Maintain TS/SCI eligibility and access for the life of the contract and report any change in status to the Facility Security Officer immediately.
  • Obtain and maintain a Common Access Card and installation access credentials, and return them on separation or contract completion.
  • Provide afterhours contact information for the installation Emergency Mass Notification System.
  • Physical and Other Requirements:
  • Classroom instruction requires standing and presenting for extended periods across tenday course iterations.
  • Exercise support requires extended periods at a computer terminal and in operations center environments.
  • Independent judgment is required during deployed exercise support, where reachback to the program office may be limited.
  • Plan, coordinate, and execute four quarterly Mission Readiness Exercises. Build exercise design products, storyboards, scenario products, injects, life support plans, and evaluation standards.
  • Serve as observer, subject matter expert, and white cell or response cell member during collective training events.
  • Deliver inprogress reviews and postexercise briefings to JPSE leadership.
  • Develop and maintain the annual JPSE exercise schedule. Accompany JPSE personnel on PreDeployment Site Surveys and planning events.
  • Support JPSE internal assessments, collect lessons learned observations, schedule after action reviews, draft reports, and prepare briefings. Schedule each JPC after action review within 14 days of course completion.
  • Minimum Qualifications:
  • Master's degree from an accredited institution, plus graduation from an advanced planning school: Joint Advanced Warfighting School (JAWS), School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAWS), School of Advanced Air and Space Studies (SASS), or Basic Strategic Art Program (BSAP).
  • Former or retired U.S. military Field Grade Officer, O4 through O6, separated under honorable conditions with no adverse administrative action.
  • Demonstrated command of the Joint Planning Process per JP 50 and of JFHQ formation per JP 333. Prior instruction of adult military audiences and prior development or revision of curriculum, planning scenarios, and student materials.
  • Active TS/SCI: Current and in continuous evaluation.
  • Documentary proof of planning school completion.
  • U.S. Citizenship (No dual citizenship, no foreign passport)
  • Fluent English Language Capabilities.
  • Able to obtain a CAC and installation access, and to hold a valid U.S. passport by the start date.
  • Preferred Qualifications:
  • Sixteen or more years of commissioned service;
  • Joint Qualified Officer designation;
  • JPME Phase II;
  • Joint, CCMD, or Servicelevel staff at or above Corps, MEF, or equivalent;
  • JTF headquarters experience;
  • Prior JECC or JPSE assignment; exercise design, observer, or trainer background.
