Summary This is a Washington National Guard Title 5 Excepted Service Technician position: SUPERVISORY FACILITY OPERATIONS SPECIALIST (PROGRAM MGMT) Location: Construction Facility Management Office Camp Murray, Washington 98430 Army National Guard Units Appointment Type: Permanent, excepted service Advertised as: Title 5 May be used to fill one or more vacancies. Ensure you read this announcement in its entirety, complete all application requirements, and your USA Jobs profile name is accurate Responsibilities A GS-1640-12, SUPERVISORY FACILITY OPERATIONS SPECIALIST (PROGRAM MGMT): Manages funds for maintenance and repair programs. Identifies requirements and develops/recommends operating budgets for maintenance, repair, and O&M minor construction. Develops and implements management control policies and procedures. Approves operating budget requests for fixed assets and consumable inventory. Reviews, verifies, and approves installation maintenance requests. Provides policy guidance and program data supporting long-range maintenance and total construction programs, including scope documents. Oversees planning documents to define project characteristics using NGB criteria. Directs preparation of project estimates and identifies funding sources (manpower and materials). Reviews/approves programming documents (project booklets, initial cost estimates, rehab and facility improvement projects) and related facilities documentation. Develops/maintains a responsive work order system, sets priorities, tracks projects through completion, and maintains historical cost and work records. Develops, guides, and manages real property operations across all military department facilities. Oversees development of maintenance methods, standards, and techniques. Develops, implements, and manages preventive maintenance programs to maximize facility life. Analyzes historical data and prepares reports on technical maintenance issues, recommending solutions. Develops and implements policies to assist building/facility managers in safe, effective, economical operation of ARNG facilities. Manages and directs preparation of architectural and engineering drawings for a wide range of maintenance modifications to existing ARNG facilities. Assists in reviewing architect/engineer designs and space criteria to ensure economical facility and equipment use. Manages and directs fire prevention and protection activities and serves as facilities fire marshal. Coordinates with Federal, state, and local agencies on fire prevention, protection, and suppression matters. Coordinates major facility maintenance and construction projects with safety and occupational health offices to ensure all safety factors are addressed. Oversees routine facility inspections to ensure compliance with OSHA and contract specifications. Implements, directs, and manages the Army Energy Program, Energy Savings, and Energy Conservation Investment Program. Oversees preparation and monthly submission of installation utility data to the Defense Energy Information System Program. Develops policies and guidelines to identify energy conservation measures and promotes use of ECSP and ECP. Monitors energy supplier policies and state/federal regulations, interprets economic impacts of energy laws and policies, and advises leadership. Evaluates energy alternatives using knowledge of energy equivalents and conversions. Chairs the Energy Conservation Committee and conducts site visits to assess program effectiveness. Administers, plans, coordinates, and directs DoD Antiterrorism/Force Protection (AT/FP) and Physical Security standards for facilities and engineering activities. Coordinates with Federal, state, and local agencies on AT/FP and Physical Security issues including site selection, access control, construction materials, stand-off distances, force protection levels, AAE safety and security, physical/electronic barriers, and vehicle/personnel inspection. Coordinates with project managers and CORs on design and construction of new facilities and on modernization, restoration, and sustainment of existing facilities. Ensures compliance with DoD Unified Facilities Criteria (UFC). Plans and schedules work to promote smooth flow and balanced workload. Coordinates plans and schedules with other managers and customers. Adjusts priorities as needed. Plans work for subordinates, sets short-term priorities, prepares schedules, and assigns work based on organizational priorities, task difficulty, and staff capabilities. Balances workload and provides advice and guidance on policy, inspections/exercises, strategic planning, and administrative issues. Structures assignments for efficiency and economy. Reviews organizational mission, functions, and manning; identifies needs and requests additional resources (personnel, overtime, equipment, supplies, training, space). Advises supervisor on significant work issues. Establishes metrics and uses analysis systems to monitor timeliness and critical milestones. Reviews and accepts/amends/rejects subordinate work. Conducts self-assessments and submits detailed reports with corrective actions; follows up to ensure resolution. Revises policies and procedures to improve quality, timeliness, and efficiency. Other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position may be creditable. Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. -OR- 1 year equivalent to at least next lower grade level ***Note: If you are a current or former Federal employee seeking consideration under this provision, you must provide two SF-50s showing that, based on their effective dates, you served at least 12 months in Occupational Series <1640> in the next lower grade.
