Summary:

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational and cultural services.

The Grants Project Manager will research grant programs/opportunities, write funding proposals, and coordinate/lead post-award programmatic reporting. This position will work closely with leadership throughout the lifecycle of the grant, from grant application prep, application submission, and award acceptance to closeout for PTN’s Tribal Affairs and Ponca Health Services departments. This position requires an extensive knowledge of and experience in federal pre and post-award grants administration. This position will receive training to assist with developmental needs of other Tribal as needed.

Essential Responsibilities and Duties:

1. Conduct comprehensive research on federal, state, tribal, and private grant programs that align with the tribe's strategic priorities. Coordinate with tribal department heads and leadership to develop proposals that reflect the tribe's needs and objectives, ensuring collaboration across departments.
2. Prepare, write, and submit competitive grant applications in alignment with requirements from federal, state, and private funding agencies, as identified by PTN leadership. Ensure that applications include all necessary documentation, such as budgets, narratives, and compliance reports, and that they reflect tribal values and priorities.
3. Collaborate effectively with small teams and across multiple tribal departments, demonstrating flexibility in adapting to shifting priorities and deadlines. Ensure that all departments involved are engaged in the grants process and that their specific needs are addressed.
4. Manage the post-award budgeting process, including the accurate completion of line item forms and entry of budgets into grants management systems. Ensure that all budget entries comply with both the grantor's and tribal financial policies.
5. Schedule and facilitate post-award kickoff and periodic check-in meetings with program staff and department heads to ensure alignment with project goals. Provide updates on grant progress, deadlines, and any required changes to project scope.
6. Enter and track performance goals, programmatic milestones, and financial reporting deadlines in the tribal grants management system. Collect and upload all required documentation, ensuring compliance with reporting timelines and grantor requirements.
7. Monitor the progress of grant-funded projects, ensuring adherence to approved timelines and objectives. Record progress updates, address any delays, and provide timely reports to tribal leadership and program staff.
8. Identify and report any deviations from the approved budget, project scope, or objectives. Collaborate with relevant program staff to request prior approvals from awarding agencies for budget and program plan modifications as necessary.
9. Prepare and submit non-competing continuation applications for multi-year grants as required by the awarding agency. Ensure timely submission of all required documentation to secure continued funding for multi-year projects.
10. Collaborate with the tribal Departments to monitor and document all program income generated by grant-funded providers. Ensure that income is tracked and reported accurately in accordance with grant requirements and tribal financial policies.
11. Prepare all necessary documentation for site visits and programmatic audits conducted by awarding agencies. Participate in these visits and audits to ensure that the tribe meets all compliance and reporting requirements.
12. Prepare and submit required programmatic reports according to the terms and conditions set by the awarding agency. Ensure that reports accurately reflect project progress, outcomes, and adherence to the grant objectives.
13. Provide timely responses to requests from PTN leadership regarding grant performance, including updates on objectives, timelines, and financial reporting. Offer insights into project challenges and recommend solutions to ensure continued grant compliance. Provide clerical support in implementation and updating the Grants Management Software.
14. Other duties as assigned.

Relationships and Authority:

This position does not have any supervisory authority.

Working Environment and Physical Demands:

Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.

Qualifications:

Minimum:

1. Bachelor's degree in grants management, business administration, public administration, accounting, budgeting or a related field, or an equivalent combination of experience and education.
2. Three years of experience managing federal, state, and tribal grants, with a focus on pre and post-award compliance.
3. Strong knowledge of Federal Assistance Regulations: OMB Circulars, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
4. Advanced experience with grant database management platforms
5. Experience providing administrative support to complex systems as well as overall system implementation management.
6. Computer proficiency in Microsoft Word, Excel, PowerPoint and Access programs.
7. Excellent written and oral communication skills.
8. Valid driver’s license and be insurable.
9. Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.

Preferred:

1. Master's degree in grants management, business administration, public administration, accounting, budgeting or a related field.
2. Grant Writing Certification or Certificate.
3. Project Management Certificate.
4. Five years of managing grants.
5. Experience managing grants in a healthcare, state/local/federal/tribal government setting.
6. Education finance and/or law.
7. Leverage knowledge of tribal sovereignty and Public Law 93-638 to ensure compliance with tribal-specific grant requirements."

Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
