The State Water Resources Control Board, Los Angeles Region, is excited to offer a job opportunity for a Environmental Scientist, in the Municipal Stormwater Permitting Unit, to help shape the future of stormwater management. The position is located at 320 West 4th Street Suite 200, Los Angeles, California in the heart of downtown right across from the Metro subway station and other public transportation. As a part of the Municipal Stormwater Permitting Unit, you will contribute to the protection of California's water quality by regulating discharges to the Municipal Separate Storm Sewer System (MS4). As an Environmental Scientist, you will be responsible for developing and managing MS4 permits. Please review the Duty Statement for a detailed description of roles and responsibilities. Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position . In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required. Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales. In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

- Knowledge and/or experience in areas of stormwater management, water quality, watershed hydrology, and environmental science.
- Knowledge of water quality regulations, laws, and policies.
- Stakeholder outreach experience such as meeting facilitation, coordination, and/or environmental negotiation.
- The ability to work independently and collaboratively with others.
- The ability to effectively manage competing priorities, organize and coordinate complex projects, meet deadlines, and consistently follow through on commitments.
- Excellent analytical and critical thinking skills and ability to evaluate, analyze, and interpret scientific documents.
- Excellent written and oral communication skills such as the ability to prepare technical reports, correspondence, and presentations, and to effectively communicate complex technical information to diverse audiences.
- Proficiency in computer applications, including the Microsoft Office Suite (Word, Outlook, Excel, PowerPoint).
- Working knowledge of ArcGIS or other mapping tools.
- Knowledge and/or experience in R script, python, or other analytical software for automating workflows and data visualization.

Statement of Qualifications
A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing.
