Position Summary & Responsibilities:

Position Summary:

This IT Business Analyst II position is located in Topeka, at the Eisenhower State Office Building, and is within the Business Partnership Unit of the Office of Information Technology Services. This position will support the intake and review of technology projects, ensuring alignment with agency goals through accurate documentation and coordination with IT teams. The IT Business Analyst II will partner with business units to gather and analyze needs, facilitate stakeholder discussions, and help maintain business capability maps to guide IT planning.

Job Responsibilities may include but are not limited to the following:

• Assists in the intake and review of information technology projects by preparing the required documentation, coordinating with IT teams and stakeholders, and ensuring that requests are properly aligned with the agency's strategic priorities.
• Partners with business units to systematically gather, analyze, and document business needs, objectives, and capabilities.
• Contributes to the development and refinement of policies, procedures, and templates that provide structure and consistency for the Business Partnership Unit's operations.
• Assists in documenting and communicating goals and key performance indicators (KPIs) related to IT processes, ensuring alignment with the broader organizational performance measures.

Qualifications:

Minimum Qualifications:

• Four years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data.
• Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.

Preferred Qualifications:

• Two to four years of experience in business analysis or IT service delivery.
• Four-year college degree in business administration, computer science, or related field.
• Knowledge of business analysis methodologies, tools, and techniques.
• Familiarity with IT governance frameworks and project lifecycle methodologies.
• Strong analytical and problem-solving skills.
• Proficiency in stakeholder engagement techniques such as interviews, workshops, and use case development.
• Strong written and verbal communication skills, with the ability to explain ideas clearly to either business or technical audiences.
• Ability to manage multiple priorities, work independently, and maintain collaborative relationships across business and IT units.
• Proficiency with Microsoft 365, SharePoint, Visio, and data visualization tools.
• Team oriented and skilled in working within a collaborative environment.
