Job Description

Immediate opening for a Subject Matter Expert in Operations and Workflow Management to coordinate policy and oversight actions across the DoD and with external agencies such as the GAO and the DoD Inspector General. The Operations Manager will effectively manage operations, provide strategic guidance, and ensure efficient coordination of activities.

Specific Engagement Tasks

• Act as the primary point of contact for the DCIO (IE) in matters related to policy and oversight coordination.
• Coordinate and oversee policy development, implementation, and compliance activities within the DCIO (IE)’s office.
• Collaborate with internal and external stakeholders to ensure alignment and consistency of policies and procedures.
• Manage the flow of information, including reviewing and preparing official correspondence, briefings, and reports.
• Serve as a liaison between the Deputy CIO’s office and external agencies, facilitating communication and coordination on policy matters.
• Conduct research and analysis to support policy decision‑making and identify best practices.
• Monitor and track policy‑related activities, including Congressional inquiries and OIG/GAO requests.
• Assist in the preparation of materials for senior leadership meetings and presentations.
• Ensure compliance with relevant regulations, laws, and directives related to policy and oversight functions.

Primary Responsibilities

• Serve as subject matter expert, possessing in‑depth knowledge of a particular area such as business, computer science, engineering, mathematics, or the sciences.
• Provide high‑level subject matter expertise for work described in the task.
• Offer advanced technical knowledge and analysis of highly specialized applications and operational environments, high‑level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems.
• Apply principles, methods, and knowledge of specific functional areas to specific task order requirements.
• Provide advice on esoteric problems requiring extensive subject‑matter knowledge.
• Design and prepare technical reports, studies, and related documentation; create charts and graphs to record results; prepare and deliver presentations, training, and briefings.
• Be recognized for strong expertise in industry issues and trends.
• Utilize functional‑area expertise, gained through direct industry experience, to assess the operational and functional baseline of an organization and its components.
• Work with senior managers and executives to provide industry vision and strategic direction for the enterprise.
• Guide the determination of inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals.
• Generate functional‑area strategies for enhanced operations across the organization.
• Participate in account strategy sessions, strategic assessments, and design reviews to validate enterprise approaches and associated work products.
• Perform research and apply expertise and knowledge to technical projects, finding innovative, cost‑effective means to improve techniques, procedures, and/or products and technologies.
• Provide research, engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline.
• Develop and evaluate new approaches to meet technical requirements faster and more efficiently.
• Make recommendations and advise on research development, improvements, optimization, or support efforts.
• Perform risk assessments and innovative use of new research concepts or improved techniques and procedures.
• Develop and implement new research objectives, establish project priorities, define methods of approach, and execute research studies.
• Provide scientific conclusions and interpretations.
• Be responsible for innovative use of scientific research concepts, principles, and practices and contribute to advanced methods and techniques in the field of study.
• Possess expertise and outstanding knowledge and competence in one or more specific technical focus areas.

Qualifications

• MS degree in a related field and 12 years of relevant experience in Operations Management. Two (2) years of relevant experience may be substituted for a Master’s degree if a bachelor’s degree is obtained.

Salary: $110,000 - $152,000 annually, depending on experience.
