, and safety compliance programs at Plains End, ensuring compliance with federal, state, local, and site-specific requirements. This role manages air quality, stormwater, pollution prevention, NERC Reliability Compliance, and Environmental Management Systems (EMS) while maintaining compliance documentation and working closely with plant personnel, regulatory agencies, and the facility owner to support regulatory compliance, operational reliability, and a strong safety culture. Your scope of responsibility as Environmental Compliance Manager includes the following primary functions: Environmental * Lead and administer environmental compliance programs, ensuring compliance with applicable federal, state, local, and site-specific regulatory requirements. * Manage air quality compliance, including Title V permit requirements, emissions monitoring, recordkeeping, regulatory reporting, and permit renewals or modifications. * Oversee water quality and pollution prevention programs, including the Storm Water Pollution Prevention Plan (SWPPP), environmental inspections, sampling, and corrective actions. * Serve as the primary liaison with regulatory agencies, facility ownership, and corporate support teams, coordinating inspections, permit actions, and regulatory reporting. * Maintain and continuously improve the facility's Environmental Management System (EMS), compliance tracking, and environmental documentation. * Manage environmental programs related to chemical storage, spill prevention, pollution control, and stormwater compliance while monitoring regulatory changes and implementing program improvements. NERC * Administer and maintain the facility's NERC Reliability Compliance program, ensuring compliance with applicable Reliability Standards and Owner requirements. * Monitor NERC, Regional Entity, and industry developments, implementing regulatory changes necessary to maintain compliance. * Develop and maintain compliance records, audit evidence, RSAWs, self-certifications, and other required documentation. * Coordinate and support NERC audits, spot checks, investigations, and compliance reviews by preparing documentation and providing timely responses. * Provide guidance and training to plant personnel on NERC requirements, compliance procedures, and regulatory changes affecting plant operations. Safety Compliance * Lead and administer facility safety programs to ensure compliance with OSHA regulations, company policies, and industry standards. * Conduct safety inspections, audits, incident investigations, and root cause analyses while ensuring timely completion of corrective actions. * Maintain safety records and training programs while promoting a strong safety culture through employee coaching, communication, and continuous improvement. Effectiveness in carrying out this responsibility is part of the evaluation of each Supervisor’s performance. Working Relationships The Environmental Compliance Manager reports to the Plant Manager. Maintains a close working relationship with NAES Corporate Safety, Environmental and NERC Support Services as well as Client Corporate contacts. Physical Requirements and Working Conditions Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds. Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions. Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility. Fitness for Duty All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening. Work Schedule The Environmental Compliance Manager typically works a Monday through Friday day shift schedule. Occasional extended hours, flexible schedules, weekends, holidays, and periodic on-call duty may be required to support plant operations, outages, and compliance activities. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings. Compensation This position offers an annual base salary ranging from $120,000 to $135,000 and includes eligibility for an annual performance bonus. Professional Expertise & Qualifications * Bachelor's degree in environmental science, environmental engineering, engineering, or a related field is preferred. OSHA 40-hour HAZWOPER, Level V Environmental Certification, or equivalent professional certification is desirable. Relevant industry or military experience may be considered in lieu of formal education. * Demonstrated experience managing environmental compliance programs in power generation, industrial manufacturing, oil and gas, chemical processing, or other regulated industrial environments. * Strong knowledge of federal, state, and local environmental regulations, including Title V air permitting, stormwater management, SPCC, hazardous waste management, and environmental reporting requirements. * Experience supporting environmental inspections, audits, permit renewals, regulatory reporting, and agency communications. * Experience supporting NERC Reliability Compliance programs, including audit preparation, evidence retention, compliance documentation, self-certifications, and RSAWs. * Working knowledge of OSHA, ANSI, DOT, NFPA, and NEC standards, with the ability to integrate environmental and safety compliance into plant operations. * Demonstrated ability to evaluate regulatory changes, assess compliance risks, develop corrective actions, and implement continuous improvement initiatives. * Strong leadership, communication, and organizational skills, with the ability to build effective relationships, manage multiple priorities, and meet regulatory deadlines. * Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
