FCS Financial is seeking a Resource Officer to manage complex loan restructurings, workout strategies, and high-risk credit relationships. In this role, you'll work closely with customers, lenders, credit professionals, and legal counsel to develop solutions that minimize risk, maximize asset recovery, and support long‑term customer success. What You'll Do Develop and negotiate loan workout and restructuring strategies for complex problem accounts. Analyze risk, collateral values, repayment capacity, and recovery potential. Determine loan classifications, asset values, charge‑offs, and accrual status. Partner with legal counsel on bankruptcies, foreclosures, probate matters, and other recovery actions. Manage acquired properties, including valuations, maintenance, marketing, and sales. Advise lending teams on risk mitigation strategies and problem loan management. Support FSA guaranteed loan programs, loss claims, and reporting requirements. What You Need: Bachelor's degree in Business, Finance, Agricultural Economics, or a related field. Five or more years of experience in lending, credit analysis, special assets, collections, or risk management. Expertise in credit analysis, loan restructuring, and regulatory compliance. Strong knowledge of borrower rights, bankruptcy, foreclosure, and collection practices. Excellent negotiation, analytical, and relationship‑building skills. Understanding of agriculture and agricultural lending. Job Functions* Percentage Job Functions 50 % Determines the problem loan strategy that results in the greatest benefit and least cost to the association Completes and approves or denies least cost analysis of borrower’s application for restructuring with consideration for Borrower Rights and customer needs Effectively negotiates loan workout/restructuring terms with customers and/or indirectly through other Association Staff or legal counsel to Advise Credit and Marketplace staff team members on alternatives to service, correct/modify loan anomalies and/or improve risk mitigation in maintain or move the relationship Completes work independently with a limited degree of supervision. Solves moderately to higher complex problems within established policies and procedures as well as government regulations. Obtain sufficient information for preparation and reporting the FSA guarantee reports, loss claims and applications. Mentors and collaborates with other Resource Team members of Resource Managers, Resource Specialists and Association staff on risk identification and mitigation strategies Collaborates with lead lenders on adversely classified participation accounts to protect interests of Association. Determines proper accounting for loan modifications Determines loan asset values, specific allowances, charge-offs, and accrual status Works with legal counsel on legal actions to be taken on accounts, including foreclosures, bankruptcies, lender liability exposures and probate cases. Monitors loans for receipt of timely payments Monitors loans for compliance of terms and conditions 30% Completes Loan Service Plans on adverse accounts that document the risk assessment Conducts complete case reviews to assess risk factors, identify additional information/document requirements, and identify risk reduction strategies Determines loan classification – Probability of Default (PD), Loss Given Default (LGD) and accrual/non‑accrual status Consults with legal counsel to address legal issues associated with higher risk accounts Determines net recovery value of collateral and/or other sources of recovery Evaluate accounts once notified when a liable party becomes deceased to assess risks and take appropriate action to mitigate repayment and/or collateral risk with Association staff. Inspects and assesses collateral values, lien positions, and calculates probable net recovery values and loan asset values Determines risk reduction actions that need to be implemented to avoid loss to association 20% Acquired Properties Manage acquired property to maximize the return to the association in a time effective manner and address the appropriate Borrower Rights Evaluates property for repairs and maintenance and schedules maintenance Reviews appraisals and determines value, listing price, and final sale price Coordinates sale of property with local realtors and auctioneers Closes sale of acquired property Performs acquired property inspections n/a Other duties as assigned to meet the needs of the organization. *Essential Functions for this position consist of all items listed under any category that make up 5% or more of the job duties. Minimum Qualifications Bachelor’s degree in Business, Finance, Ag Economics or a related field 5 years of related experience Or an equivalent combination of education and experience sufficient to perform the essential functions of the job Good understanding of legal issues and agriculture Required Knowledge and Skills Skill in using Microsoft technologies including e‑mail, word and spreadsheet processing Expertise in credit analysis and regulatory requirements with respect to borrower’s rights Expertise on association policies related to problem loans Skill in negotiating complex solutions Working knowledge of banking, credit, bankruptcy, and collection laws Oral and written communication skills, sufficient to discuss a variety of job‑related topics, and to effectively communicate complex topics to a variety of audiences Ability to work effectively on teams by building strong relationships, listening to others, valuing opinions, and helping team to meet goals Incumbent must have working knowledge of FSA guarantee programs and coordinate workouts and collections concerning guaranteed loans Legal recovery is a large part of this job and a sound working knowledge of real estate and chattel laws, UCC, bankruptcy and other litigation is required Ability to reason, judge, compare, evaluate and critique such information as written materials, numerical data, responses to customer needs and/or other work‑related activities Ability to complete work in an acceptable timeframe; manage a variety of detailed tasks and other responsibilities simultaneously and with accuracy to meet deadlines, goals and objectives to satisfy internal and external customer needs related to the job This position requires sound understanding of business, credit extension and credit administration with a very good understanding of legal issues to borrower rights, RESPA, foreclosure, replevin and repossession, probate and a good working knowledge of various forms of bankruptcy Responsible to appropriately protect the confidentiality, security, and integrity of the Association’s systems and data and clients’ data #J-18808-Ljbffr FCS Financial
