Chief Compliance and Privacy Officer (CCO)

Job Summary The Chief Compliance and Privacy Officer (CCO) serves as the senior executive responsible for overseeing and managing compliance with federal, state, and local laws and regulations as well as university policies and procedures. Reporting administratively to the President and functionally to the Board of Trustees through its Audit and Compliance Committee, the CCO provides strategic leadership in the development, implementation, and oversight of a comprehensive university-wide compliance and privacy program. This position ensures the university maintains a culture of compliance, ethical conduct, and risk awareness while fulfilling its academic and research mission. Duties Include Provides leadership in planning, designing, developing and continuously enhancing a comprehensive university‑wide compliance program. Implements an enterprise risk management system (or other highly effective compliance system) for overseeing and monitoring university compliance and privacy efforts, prioritizing such efforts, performing gap assessments, and working with units to develop, review and enhance their policies, standards and procedures. Provides leadership in coordinating the University‑wide enterprise risk management and compliance activities, including the evaluation and monitoring of the University's operational and strategic enterprise risks. Ensures that the University and its employees are complying with domestic and international regulatory requirements as well as internal policies and procedures. Monitors and evaluates specific compliance responsibilities and the overall effectiveness of the compliance program. Responds to alleged violations of rules, regulations, policies, procedures, and evaluates and recommends the initiation of investigative procedures. Develops and oversees a system for handling such violations. Conducts and reports on compliance and ethics activities and inquiries free of any actual or perceived impairment to the independence of the Chief Compliance Officer, and maintains timely access to any records, data, and other information in the possession or control of the University, including information reported to the University's hotline, consistent with Board of Governors Regulation 4.003. Initiates, manages and oversees unit compliance reviews to ensure compliance and ethics are adhered to across the University. Monitors regulatory and legislative matters that affect the university's compliance‑related program. Serves as a liaison with regulatory agencies as necessary. Stays current on new developments and research in the ethics and compliance arena. Leads and coordinates the regulatory change management processes. Identifies potential areas of compliance vulnerability and privacy risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to address similar situations in the future. Ensures proper reporting of violations or potential violations to duly authorized law enforcement agencies as appropriate and/or required. Fosters a culture that promotes integrity and ethical behavior. Plans, designs, develops and directs a comprehensive university‑wide compliance program to prevent, detect and respond appropriately to compliance‑related responsibilities. Provides guidance to senior leadership and the Board of Trustees on compliance and privacy matters. Monitors and reports results of university compliance and privacy‑related activities to senior leadership and the Board of Trustees. Establishes effective working relationships to build credibility with faculty and staff to facilitate a culture of ethics, integrity and compliance. Monitors the performance of the Compliance Program and privacy‑related activities on a continuing basis, taking appropriate steps to improve its effectiveness. Promotes activities to foster compliance and privacy awareness. Collaborates with the Division of Human Resources in developing an effective compliance training program and privacy awareness, and oversees and ensures delivery of appropriate training and orientation to all new employees, as well as ongoing training for all faculty, staff, supervisors and leaders. Oversees the University Compliance & Integrity Office, the Athletics Compliance Office, Health Affairs Compliance, the Disability Resource Center, the ADA office, and the University’s Export Control program, including personnel management and development. Serves as, or oversees, the University’s designated ADA/Section 504 Coordinator function under and maintains published, prompt and equitable grievance procedures for disability accommodations. Oversees the University’s digital‑accessibility compliance, including conformance of web content and mobile applications. Identifies and assesses evolving risks and recommends mitigation strategies. Mentors senior compliance leaders and drives professional development, succession planning, and alignment to enterprise standards. Establishes and governs a global compliance framework, including policies, standards, and programs, supporting consistent application across University functions. Oversees the University Reporting Hotline, triages reports and assigns to investigative units through completion. Recommends appropriate corrective action. Partners with senior leadership, Legal, Risk, Audit, HR, Operations to ensure a coordinated approach to compliance and risk‑based decision making. Serves as the point‑of‑contact for the University’s compliance with the Florida Code of Ethics for Public Officers and Employees. Serves on University compliance‑related, operational and academic committees and workgroups to provide a strategic compliance lens to discussions and decisions impacting all aspects of the University. Chairs the University’s Foreign Influence Taskforce, establishes subcommittees in response to identified risks, and serves as a point of contact for Foreign Influence issues and concerns, and ensures semi‑annual reporting of foreign‑source gifts and contracts valued at $50,000 or more, by January 31 and July 31 each year, in accordance with Board of Governors Regulation 9.012 and section 1010.25, Florida Statutes. Co‑chairs the Incident response team with the IT security officer, coordinating the University’s response to data breaches and privacy concerns. Oversees an effective compliance and privacy training and awareness program. Performs related duties as required. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position. Minimum Qualifications Master’s degree in an appropriate specialization and eight (8) to ten (10) years of experience; or a Bachelor’s degree in an appropriate specialization and ten (10) years of experience. Desired Qualifications Master’s or Juris Doctorate degree. Leadership experience in higher education compliance at a large research university. Compliance and/or Ethics Professional Certification. Experience in leading organization‑wide compliance initiatives. A minimum of 10 years of experience in university environment or highly regulated industry with compliance program‑related responsibilities and demonstrated track record of having increasing responsibilities. Demonstrated ability to advise executive leadership and governing board on enterprise‑level compliance risks and metrics. Strategic planning capabilities. Excellent oral and written communication skills including the ability to communicate complex compliance issues to faculty, staff, supervisors and/or university officials; proven education and training skills; and proven ability to collaborate with others to achieve goals. Organizational and follow‑through abilities; ability to work well under pressure; and ability to lead and manage a team of compliance professionals. Demonstrated ability to effectively design and implement compliance department operations; ability to de‑construct complex legal requirements and create compliance policies and procedures that are clear, effective, and sustainable; and demonstrated knowledge/ability in compliance process improvement. Working knowledge of laws and regulations impacting research, athletics, and health care and immigration compliance. Expertise in laws and regulations impacting Privacy, (including HIPAA and FERPA), Foreign Influence, and Civil Rights Compliance, including the Americans with Disability Act, Section 504 of the Rehabilitation Act, Titles VI, VII, and IX, the Clery Act, export control, and the Florida Code of Ethics for Public Officers and Employees.
