This includes, but is not limited to, ensuring accurate contract documentation, contract monitoring and maintenance and contract administration during various stages of a contract life cycle. This position requires a team player who collaborates with Section Managers and Project Managers (PM) to ensure compliance with contractual requirements. This position is critical to support PMs and project technical staff in delivering accurate contract performance data and resolving financial issues. The Project Accountant 2 collaborates with local operations Area Management, Area Accounting Lead, Area Project Accounting team, and Corporate Accounting resources. This position follows practices and procedures in accordance with HDR policies, HDR best practice processes, HDR accounting principles and federal government compliance standards.Primary Responsibilities include Cross-Functional Project Financial Support:Project Initiation:Process and prepare Project Initiation Package per contract negotiations and receipt of standardized budget package, from PM.Communicate project number and relevant financial data to PM, Quality, and Marketing staff.Confirm receipt of project documentation from PM, including:Signed ContractNotice to proceedProposalBudget InformationProposal Contract Review (PCR) FormInternal Workshare Agreements/Subconsultant AgreementsInvoicing Instructions/Progress Report formats (if necessary)Support PM, as needed, with getting subconsultant agreements/POs executedParticipate in 0% Project ReviewAttend kick-off and team meetings as necessaryProject Execution/Project Monitoring:Review week-end and month-end Cost Sheets, as necessary.Review job costs for Labor Transfers and process as necessaryReview and process subconsultant invoices with PM approvalEnsure timely release of subconsultant invoices for paymentPerform monthly billing function for all projects assignedPost invoices within company deadlines/mail within 24 hours of invoice release dateAnalyze & notify PM of outstanding A-R issuesCollaborate with PM to resolve outstanding A-R issues & document comments in EBSPerform research and provide necessary data for PM, Area Manager and others regarding project financial status, which includes fee/budget, staffing and accounts receivable.Manage fee & budget updates as a result of work/scope changes & contract amendmentsUpdate "Pipeline" Opportunity forecast as necessary for expected contract amendmentsAssist PM as needed with updating staffing resources forecastsRequest & assist PM in performing Earned Value calculations to monitor project progress. Additional action items may result, such as:Request Cost-to-Complete from PMRequest updated resource forecast information based on revised staffing projectionsIdentify and track out-of scope items through fee/budget revisionsParticipate in on-demand Project Review to discuss project deliverables and project statusParticipate in Project Reviews during life cycle of projectProject Completion:Confirm final billing is complete and all costs have been recorded to projectCoordinate project closeout activities with PMAdditional Duties/Cross-Functional Accounting Support:Assist Area Accounting Lead with General Accounting Functions, as neededAssist Area Manager, Area Accounting Lead and Assistant Regional/Regional Accounting Director with project management training initiatives, information system training and process/procedure improvementsRespond to project-financial requests from Area Manager and Assistant Regional/Regional Accounting DirectorAssist PMs, if needed, with entering PPCs and maintaining Quality schedulesPreferred Qualifications:Bachelor's degree in AccountingPositive Leader, who is a team player that takes initiative to provide solutionsHighly energetic, detail-oriented individual with strong organizational skillsLocal Candidates PreferredProject accounting experience highly desired.Proficiency with MS Office products including Excel, Word and Outlook.Oracle EBS/Hyperion experience a plus.A/E/C experience also highly desired.Required Qualifications:Associate degree in a closely related field or combination of education and relevant experienceA minimum of 5 years of experience; an advanced degree may offset years of experienceFamiliar with Earned Value ManagementExcellent verbal and written communication including grammar, punctuation, proofreading, spelling and telephone skillsFlexibility and ability to prioritize and handle multiple tasks and collaborate with various managers in a fast-paced environmentSelf-motivated, well-organized and detail-orientedAbility to handle confidential informationProficiency with MS Office including Word and OutlookAn attitude and commitment to being an active participant of our employee-owned culture is a mustWhat We Believe HDR is our company.
