Human Resources Director The City of East Peoria is seeking a knowledgeable and collaborative Human Resources Director to serve as a trusted resource on a wide range of personnel matters. In this role, you will work closely with department heads, the city administrator, and elected officials to provide guidance, recommendations, and support on human resources programs and practices within a commission form of government. This position plays an important role in ensuring HR processes are compliant, consistent, and aligned with the City’s operational needs while supporting a professional and effective workplace environment. The Human Resources Director is responsible for the administration and management of key human resources functions, including benefits administration, risk management, workers’ compensation, and regulatory compliance, in coordination with the HR Generalist. The position also provides guidance on employee relations, policy interpretation, and personnel practices, ensuring consistency in application and adherence to applicable laws and regulations. This opportunity is suited for a human resources professional who demonstrates sound judgment, professionalism, and the ability to navigate complex employee relations and policy matters. The successful candidate will possess strong communication and interpersonal skills, a thorough understanding of employment laws and HR best practices, and the ability to provide practical, well‑reasoned guidance to leadership. Experience in public sector or union environments is preferred. A Bachelor’s degree in Human Resources, Public Administration, or a related field is required, along with a minimum of five (5) years of progressively responsible HR experience. Professional certification such as SHRM‑CP/SCP or PHR/SPHR is preferred. The salary range for this position is $106,000 to $116,000 per year, depending on qualifications and experience (DOQE). Residency within twenty-five (25) miles of the City’s corporate limits is required within one year of employment. A conditional offer of employment is contingent upon successful completion of a physical, background investigation, and drug screening in accordance with City policy.
