divh2AME Program Analyst/h2pThe Opportunity: As a CACI Assessment, Monitoring and Evaluation Program Analyst supporting Air Force Southern efforts to gather, analyze, distribute, and make informed recommendations on the effectiveness of Security Cooperation and Assistance programs./ppResponsibilities:/pulliProvide technical support in pursuit of USSOUTHCOM Assessment, Monitoring and Evaluation (AME) program IAW USSOUTHCOM policies, DoD Directive 5132.14, and other pertinent guidance and templates./liliAssist in the integration of AME data/evaluations into COA development/plans, Exercises, B2C2WG activities, Command Engagements, and other OAIs as needed in pursuit of SOUTHCOM Campaign Plan objectives./liliAssist US Military Groups in the Area of Responsibility (AOR) and USSOUTHCOM Staff elements by authoring and editing staff estimates, initiative design documents, 5-year plans, Periodic and Annual Plans/Reports, Rough Orders of Magnitude, and analyses of programs that include but are not limited to, Civilian Harm Mitigation and Response; law and human rights; Titles 10, 22 and 50 security cooperation/assistance programs; etc./liliLead travel into the AOR and represent USSOUTHCOM during engagements with host nation elements to assess, monitor and evaluate US Security Assistance/Cooperation initiatives to gather partner viewpoints, suggestions, perspectives, coordinate future engagements and milestones, then determine partner willingness to partner with the US./liliCoordinate with country teams, mission partners (e.g. DSCA), and host nations on initial program creation, in-progress program monitoring, quality milestone assessments and integration of host nation capabilities into bilateral or multilateral exercises and operations./liliProvide increased US SOUTHCOM agility in responding to DoD-level changes to the AME program as it morphs over time./liliAssist with policy development, action tracking, requests for information, meeting reporting requirements, representation at B2C2WG events, etc./li/ulpQualifications: Required:/pulliBachelors degree and five years of experience. We will also consider candidates with directly relevant experience with coordinating and monitoring the execution of Joint Combined Exchange Training (JCET) and support of US Special Forces execution of the Mission Coordination Team (MCT). Support execution of MTT throughout the SOUTHCOM AOR./liliAt least 5 years experience working with or on an Operational Staff managing security assistance programs, security cooperation events, operational or exercise planning efforts with foreign partners, host nation engagements, Title 10/22/50 resources budgets involving foreign partners, or AME programs./liliCurrent Secret Security Clearance./liliThe ability to effectively communicate both orally and in writing./liliA current Tourist Passport with an expiration date more than 6 months away/li/ulpDesired:/pulliSpanish language capability./liliExperience in operational coordination within tactical, operational, or strategic-level commands./liliExperience working in either a Defense Attach Office, Military Groups, at the Defense Security Cooperation Agency (DSCA)or as a Country Desk Officer at the combatant or component level./liliProven ability to work independently with limited oversight while collaborating effectively in a joint environment./liliAt least five years of combined experience (within the past seven years) as a service or Joint Operations or Effects Planner to include support to O-5 level (Battalion, Group, TSOC) SOF units, Commands, or Interagency units./li/ulpWhat You Can Expect:/ppA culture of integrity./ppAt CACI, we place character and innovation at the center of everything we do.
