IT CYBERSECURITY SPECIALIST (INFOSEC)

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number D2524P01 and is part of the PA Deputy Chief of Staff G6, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-11 you will conduct audits of information systems compliance, to include network devices; servers; and end user devices, related to security standards, guides and application updates to enable and ensure accreditation of all systems IAW with all command, Army, and DOD security directives, policies and procedures. Review Army Training and Certification Tracking System, approves new user accounts, and conducts ongoing audits to ensure all privileged and user accounts comply with Army Standards. Conduct investigation of security incidents reports findings to leadership and remediates findings based on guidance from the cybersecurity service provider and IAW with all command, Army, and DOD security directives, policies and procedures to include: computer viruses and sanitation of highly classified information from organization. Review submissions to Change Configuration Board, or other bodies proposing changes, to network or information systems and applications and makes recommendations to senior cybersecurity team lead. Maintain an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cybersecurity/Information Assurance professionals. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff G6 AOC 2: NG employees in the Deputy Chief of Staff G6 AOC 3: NG Employees of the Pennsylvania National Guard Military Grades: ENLISTED: E1 TO E9 WARRANT OFFICER: WO1 TO CW5 OFFICER: O1 TO O5 Supervisor for this position is LTC Phillips Must complete appropriate training and obtain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level within 9 months of employment pending training seat availability. *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Education If you are using Education to qualify for this position, At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
