Health Policy Analyst

Title: TORT AND CONDEMNATION SECTION ANALYST (GOVERNMENT CLAIMS UNIT) Department: Department of Justice, Office of the Attorney General, Division of Civil Law, Tort and Condemnation Section Classification: Analyst I (Salary: $3,861 – $6,276 per month, depending on range) Position Details Job Type: Permanent, Full Time Work Shift: 8:00 AM – 5:00 PM Work Week: Monday – Friday Working Conditions: Hybrid– remote work possible with one required in‑person day per week; additional in‑person attendance may be required for meetings, trainings, or operational needs. Responsibilities Conduct complex and technical analytical work on government claims for monetary damages submitted to the Department of General Services, Government Claims Program (GCP). Assist with program administration and development for the Government Claims Unit. Serve as Government Claims Coordinator, reviewing all claims received from the GCP for timeliness, completeness, and relevance to high‑profile issues. Coordinate Deputy Attorney General involvement in the defense of litigation. Make independent decisions and recommendations on late claim applications and consult with Supervising Deputy Attorneys General and legal staff as necessary. Work with client agencies and the GCP to process claims, provide GCP declarations, and ensure compliance with Government Code statutes. Provide necessary documentation to contest or address claim presentation issues. Assist Department of Finance legal staff, the Governor’s Office, State Controller’s Office, and other state agencies on claims processing and the annual claims bill for legislative approval. Prepare and submit settlement documents for payment of claims accepted by the California Highway Patrol and the Department of Justice. Review and analyze incoming claims and advise the Attorney General’s Office on fiscal budgetary projections for potential litigation. Monitor reimbursable attorney and paralegal hours, advising management on work‑type categories that indicate project shortfalls or over‑expenditures, including interagency agreements. Qualifications Analytical skills to handle complex and technical matters. Experience working directly with client agency representatives and Attorney General legal staff. Extensive knowledge of the Government Claims Act and related Government Code statutes governing claim timeliness and late application considerations. Knowledge of the legislative process and ability to conduct legal research under strict time constraints. Ability to work independently and under pressure, managing multiple tasks with accuracy and precision. Proficiency in computer skills, including Microsoft Word, Excel, Outlook, and Windows. Effective written and oral communication skills. Understanding of confidentiality and professional discretion. Paralegal training or certificate is beneficial (not required).
