Salary Range: $62,358-$115,114 (Commensurate with experience)

Contract Length: 12 months (260 days)

Job Summary: The Human Resources Specialist is responsible for supporting the licensure process for all professional level instructional staff. This position collaborates with leadership, staff, and candidates. The Human Resources Specialist maintains an effective level of teacher licensure knowledge which impacts talent acquisition and retention.

Essential Job Functions:

• Receives, reviews and processes licensure applications, official college/university transcripts, verification of experience forms, and related documents
• Conducts activities related to licensure to ensure that professional instructional employees are in compliance with the VDOE's licensure regulations
• Evaluates applicant information and transcripts to assess an applicant's ability to obtain Virginia teaching license and appropriate required endorsement(s)
• Serves as a secondary contact person and division resource for PCPS employees' questions and guidance needed on licensure (including Praxis and School Leaders License Assessment) and endorsements
• Communicates licensure regulations, procedures, and deadlines to instructional staff and leaders
• Collaborates with Human Resources Coordinator to ensure appropriate tracking of all licensure activity and timely completion of state reports (i.e., IPAL and Title II reporting)
• Coordinates the application process for licensure via VALO and supports induction of new teachers
• Inputs and maintains HR information into HRMS on a daily basis to include information pertaining to new hire information to include job assignment, pay grade information, and personal information
• Provides and participates in cross-training to ensure the smooth operation of all HR functions when members of the department are absent
• Responds promptly to correspondence and prepares various reports required by the HR department (as defined by the Assistant Superintendent of Human Resources or Human Resources Coordinator) including electronic, telephone, facsimile and written correspondence
• Responds to licensure questions and concerns, as appropriate or when directed, in an effective and reliable manner; works under deadlines in a fast-paced environment with multiple responsibilities, performs other related duties as requested and attends school board meetings if requested
• Provide guidance in the hiring of substitutes and facilitates substitute orientations
• Process long-term substitute and temporary teacher agreements
• Provides guidance and assistance with Frontline Absence Management and Time Attendance system
• Maintains substitute list and enters substitute information into HR database
• Performs other related duties as assigned

Required Knowledge, Skills, and Abilities:

• Knowledge and experience in using Human Resource Information Systems (HRIS)
• Proficient in the use of Microsoft Office applications and various standard office technologies
• Knowledge of the K-12 education environment
• Knowledge of Federal, State, and local policies HR-related Virginia Department of Education regulations and requirements
• Knowledge of current regulations, policies and procedures that are part of the processes and systems of the PCPS HR department
• Excellent interpersonal and organizational skills with demonstrated ability to identify, prioritize and organize tasks in order to provide effective and efficient Human Resource services
• Effective use of oral and written communication skills
• Demonstrated ability to work collaboratively and independently and to communicate effectively with internal and external customers
• Ability to maintain confidentiality, establish and maintain effective working relationships, adapt to changing priorities, and work with frequent interruptions

Education Training and Experience Requirement:

• Education: Bachelor's Degree in Business, Communications, Education or related field or an equivalent combination of education, training, and experience
• Experience: 3 years of experience in human resources, office, or business related fields. Human resources experience in a school division environment is preferred.
• Certification: SHRM, HRCI, PHR, or HCCL certification preferred
