Job Summary


Provides strategic leadership by developing and articulating the human resource strategy and advises the leadership team on human resource issues/needs in support of the overall strategic direction of the institution. This includes talent management, organizational development, leadership development, change management, performance management, college policy review and management, employee relations, benefits and classification systems and ensures compliance with laws and institutional policies.The CHRO functions as a strategic business partner to the Leadership Team and college management regarding key organizational and management issues. This individual works with the Leadership Team to establish a sound talent management plan including succession planning, training, and leadership development that corresponds to the strategy and objectives of the College. The role includes supporting and implementing change management strategy along with the Leadership Team, develops comprehensive recruiting and retention programs to meet the human capital needs of strategic goals, recommends and implements comprehensive compensation and benefits programs that are competitive and cost-effective, and provides overall leadership and supervision to the HR function enabling the human resources organization to improve the internal and external customer experience in support of student success.

Responsibilities
  1. Strategically gather, establish, articulate, and implement a vision for the human resources organization optimizing the human capital life cycle
  2. Lead a highly talented and committed HR team that will benefit from further assessment, development, and functional deployment
  3. Promote Talent Management - strategic and operational design, continue implementation and improvement in training and development for all levels of employees including job-specific, managerial, and leadership
  4. Promote high functionality - further automation and consistent application of forms, processes, and procedures
  5. Standardize performance management processes and tools
  6. Build strong collaborative and effective relationships throughout the college five locations, the executive leadership team, and internal human resources organization
  7. Make decisions that are timely, informed, and action-oriented amidst a range of options and ambiguity
  8. Achieve and maintain operational consistency in terms of decisions and human resources deliverables
  9. Listen, translate and address the diverse needs of multiple constituencies
  10. Through collaboration, identify and develop efficiencies across the organization
  11. Develops and maintains a climate that is responsive to employee development, performance, and satisfaction by fostering a sense of belonging, excellence, development, and mutual respect.
  12. Develops, implements, and administers comprehensive compensation classification, and benefit plans that are competitive and cost effective,
  13. Administers and provides oversight for essential Human Resources functions including employee relations, professional development, employee evaluations, and employment policies and procedures.
  14. Ensures the College consistently and fairly applies laws, regulations, policies, and procedures related to employment; serves as a liaison between legal counsel and administrative staff on employment issues.
  15. Investigates employee grievances, complaints, and violations of employee policy and/or procedures, including EEO and sexual harassment, by gathering evidence, preparing reports, interpreting findings of research to draw conclusions, taking corrective actions and/or making recommendations to administration as appropriate; may work in conjunction with legal counsel,
  16. Directs and oversees recordkeeping in accordance with legal requirements.
  17. Prepares, administers and monitors Department budgets.
  18. Maintains knowledge of current trends; inspects processes and procedures to promote optimal services and operational efficiency in an agile and flexible manner,

Qualifications
EDUCATION: Master's degree in business administration, human resources, organizational development or equivalent in a related field


EXPERIENCE: Eight (8) years of related experience in Human Resources Management, or business management or organizational development; experience preferred in working with relational databases or HRMS systems; leading multiple HR functions; functioning at an HR manager level in a college or university; developing, implementing, and improving HR policies and programs in support of a positive institutional culture that fosters a sense of belonging; and working with advisory and constituency groups on behalf of the HR function.

SPECIAL POSITION CONDITIONS : SHRM (SHRM-CP or SHRM-SCP) or HRCI (PHR of SPHR) preferred; travel within the District required; evening and weekend duties may be required to support Human Resources activities.

Employment with Central Arizona College is contingent upon the successful completion of the background verification. The level the background verification for this position is: Executive level.

Knowledge, Skills, & Abilities

  • Knowledge of principles, concepts, and practices of HR and organizational management.
  • Knowledge of College administrative processes, including policy development, implementation, and shared governance.
  • Knowledge of various methods, techniques, and practices involved in the administration and operation of job classification, compensation, recruitment, selection and related activities.
  • Skill in communicating, both verbally and in writing.
  • Skill in administering and operating the various HR functions.
  • Ability to work both independently or as part of a team to apply workflow processes to meet deadlines.
  • Ability to analyze situations, develop solutions, and make independent decisions based upon established guidelines.
  • Ability to interact collaboratively with applicants, College officials, constituency groups, managers, various departmental representatives, and the College community at large.
  • Ability to communicate effectively with external agencies and citizen stakeholders.

PHYSICAL REQUIREMENTS:

The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: hearing, mental acuity, speaking, and visual acuity in data.

WORKING CONDITIONS:

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Job is performed in general office or comparable working area with occasional distractions such as noise and interruptions or in congested work areas with exposure to some disagreeable elements.

This is a pension system that requires mandatory contributions from the employee with a matching contribution from the employer. The 25-26 fiscal year contribution rate is 11.98%.
