The HR Office is responsible for the Corporation’s human resources management programs and works closely with the Corporate and Regional leadership, management of the various hospital facilities, State and County agencies, and the Unions. This position serves as a Human Resources Generalist who provides system wide support and assistance in various personnel services functional areas. This position provides assistance to the Corporate Labor Relations & Special Project Manager and may assist other HR staff, in the Corporate office to support their functional areas and performs other duties as assigned. MAJOR DUTIES AND RESPONSIBILITIES A. Key Duties - 80% 1. Develop, plan, coordinate, and execute various personnel or human resources-related programs/activities/projects for the Corporation. This includes but not limited to the following functional areas: Employee Transactions and Benefits Labor Relations Human Resources Information Technology Workers Compensation e. Recruitment and Employment Classification and Compensation Employee Development 2. This position is responsible for coordinating and overseeing employee transaction functions, including but not limited to: Processing personnel transactions, including employee’s leave records. Reviewing and auditing personnel actions completed by regional HR staff to ensure accuracy and data integrity. Maintaining corporate personnel files and auditing employee records and forms for accuracy, completeness, and data integrity. Ensuring compliance with state record retention requirements, by maintaining and archiving employee records in accordance with applicable policies and procedures. Serving as the primary point of contact for employment-related inquiries from employees, management, government agencies and other external organizations such as ERS, Deferred Comp, EUTF, unions, other state and county jurisdictions. Maintaining effective communication and working relationships with government agencies, departments and other external partners. Providing guidance and support to management and training to regional HR staff on personnel transaction processes, employee benefits, applicable laws, and contract provisions. Recommending improvements to HR policies, procedures, and processes to strengthen compliance and operational efficiency. B. Other Duties - 20% 1. As directed by the Corporate Labor Relations and Special Projects Manager, may assist the HR staff in priority projects or matters that need to be addressed in a timely manner. 2. Participate and work collaboratively in various Human Resources projects including workforce development efforts, transactions initiatives, payroll initiatives, employee relation initiatives, recruitment initiatives, etc. 3. Assist with preparation of reports and statistical data (i.e., legislative requests, costing reports for negotiations, relevant personnel information, etc.). 4. Stay updated on market trends, industry standards, and changes in employment laws to ensure compliance and recommend necessary updates to HHSC guidelines, rules, policies and procedures. 5. Performs other duties as assigned. Performs other duties as assigned. THE MINIMUM QUALIFICATION REQUIREMENTS ARE Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. Education Graduation from an accredited four (4) year college or university with a bachelor’s degree. Experience At least three (3) years of professional and analytical human resources experience. Certification A SHRM Certified Professional (SHRM-CP) certification is preferred. Licensure None required. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
