HR & Compliance Risk Manager

We are currently conducting a confidential search for a highly analytical and proactive HR & Compliance Risk Manager on behalf of our client, a growing QA/QC special inspection and materials testing firm supporting large‑scale industrial and infrastructure projects. This is a foundational opportunity for someone who wants to build, not just maintain. You will assess current HR and compliance practices, close gaps, and establish the infrastructure needed to support continued growth — including legally compliant hiring processes and complete employee documentation. Job sites and field operations are complex ecosystems of labor laws, safety regulations, and union agreements. In this role, you will serve as the primary line of defense — identifying potential liabilities before they evolve, ensuring strict regulatory compliance, and managing complex employee relations across the organization’s 2 active union relationships. The ideal candidate possesses a deep understanding of Collective Bargaining Agreements (CBAs), prevailing wage laws, and federal/state employment regulations, coupled with the ability to manage risk without halting project momentum. This role is hybrid/remote, with travel required to support the organization’s operations. Key Responsibilities Foundational Infrastructure: Assess current HR processes, documentation, and employee files; establish and implement scalable, legally compliant systems. Union Relations & CBA Compliance: Act as a subject matter expert on the organization’s 2 active Collective Bargaining Agreements. Manage union grievances, mediate disputes, and ensure all hiring, disciplinary, and termination practices strictly align with union contracts. Regulatory Risk Mitigation: Proactively audit HR and payroll processes for compliance with prevailing wage requirements (e.g., Davis‑Bacon Act), EEOC guidelines, FLSA, FMLA, and ADA. Safety & Workers’ Compensation: Partner closely with Site Safety/OSHA compliance officers to investigate workplace incidents. Oversee the lifecycle of workers’ compensation claims, aiming to reduce costs, identify fraud, and manage return‑to‑work programs. Investigations & Employee Relations: Lead internal investigations regarding harassment, discrimination, or policy violations on the job site. Document findings meticulously to protect the company from legal exposure. Audit & Reporting: Conduct routine compliance audits across all active job sites (I‑9s, certifications, safety logs, and diversity tracking). Develop risk dashboards and report key compliance metrics to executive leadership. Training & Policy Enforcement: Develop and deliver mandatory compliance training for field leadership (inspectors, technicians, superintendents, foremen) on topics such as anti‑harassment, union grievance procedures, and progressive discipline. Required Qualifications Industry Experience: 3 to 5 years of dedicated Human Resources, Labor Relations, or Compliance experience within the construction, special inspection/testing, or infrastructure sector, or a closely related field (e.g., land development, civil engineering, surveying). Labor Law Mastery: Deep, working knowledge of union environments, managing CBAs, and prevailing wage / certified payroll requirements. Risk Management Acumen: Proven ability to identify legal and operational risks, conduct thorough workplace investigations, and manage workers’ compensation claims. Field‑Tested Communication: High emotional intelligence with the ability to navigate tense labor disputes and firmly enforce policies with site leaders and union representatives. Preferred Skills Certifications: HR Certification (SHRM-CP/SCP, SPHR) or specialized labor relations credentials are strongly preferred. Language: Bilingual (English/Spanish) is highly advantageous for field communication. Technical: Familiarity with construction‑specific compliance and payroll software (e.g., LCPtracker, Procore, HRIS platforms). Safety: OSHA 30 certification or direct experience managing OSHA audits.
