HR Business Partner-Hybrid Work Model

The HR Business Partners is responsible for partnering with key members of the County's leadership and management team on organizational strategies and programs to ensure successful acquisition, development and retention of high-quality talent to support the organization's objectives and success. Designs, develops and administers effective employee relations, staffing and retention programs. Assists with process development, implementation and refinement of metrics collection projects and collaborates with key personnel to ensure continued optimization of metrics reporting. This position may support various departments /elected offices based on business needs.

DUTIES

Builds Strategic relationships with the Department/ Offices that enables incumbent to assess and anticipate Department / Offices human resource needs. Partners with HR Manager, Legal Office and department/office managers to provide all-encompassing HR support in the areas of coaching, counseling, employee relations, internal investigations and facilitated conversations. Works with HR Manager, County managers and elected officials on issues related to succession planning. Ensures that HR processes and practices are in compliance with applicable local, state and federal laws. Participates in process improvement efforts in order to streamline or improve HR systems and processes. Performs workforce research and analysis intended to ensure that HR priorities are fully aligned with overall trends, challenges, and shifts in workforce demographics. Provide technical support concerning development and interpretation of Arapahoe County policies and related procedures. Assists in updating and formulating department / office policies and/or procedures as necessary. Maintains constant network of resources in the outside market to obtain information on comparable policies and maintain competitiveness. Partners with managers to develop and update job descriptions on an as‑needed basis ensuring accuracy and legal content. Travels to various county locations frequently.

REQUIREMENTS

Comprehensive knowledge of performance measures/business impact analysis. Ability to develop and administer human resources policies, procedures, rules, and regulations. Knowledge of assessment tools and the ability to evaluate the effectiveness of ongoing programs and the ability to develop refinements and/or corrective solutions. Strong computer skills; must be proficient in M/S Office programs including Word, Excel and PowerPoint. Familiarity with PeopleSoft or other HRIS programs. Ability to work in a fast paced environment. Ability to be flexible and adaptable to changing business demands. Pre-Employment Additional Requirements Must successfully pass pre‑employment testing which includes an acceptable motor vehicle record (MVR) and background check. Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment. Work Environment Work is generally confined to a standard office environment.

PHYSICAL DEMANDS

Spends 80% of the time sitting and 20% of the time either standing or walking. Occasionally lifts, carries, pulls or pushes up to 20 lbs. Occasionally uses cart, dolly, or other equipment to carry in excess of 25 lbs. Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties. Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions. Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment. Visual capacity enabling constant use of computer or other work related equipment.
