Senior Manager, Learning and Organizational Development

The Senior Manager, Learning & Organizational Development (L&OD) is a strategic leader responsible for designing, delivering, and continuously improving enterprise-wide employee and leadership development strategies and initiatives that drive business performance in a global manufacturing environment. Responsibilities Employee and Leadership Development (30%): Build a globally consistent, yet locally adaptable, leadership development framework; align development with succession planning and performance management; design, scale, and manage leadership development content, workshops, and programs across leadership segments; drive employee development strategies for career growth and internal mobility; design blended and persona-based learning journeys; embed modern learning approaches and leverage technology to deliver scalable solutions; partner with HRBPs and business leaders to define success measures and ensure programs align with enterprise priorities. L&OD Strategy, Roadmap Execution & Stakeholder Alignment (25%): Define and execute a multi-year L&OD strategy and roadmap; build enterprise-wide learning architecture; conduct needs assessments; identify capability gaps and translate requirements into clear objectives and measures; establish governance and scalable models; advise senior management and HRBPs on priorities. Training Operations & Shared Services Leadership (20%): Lead a centralized team including instructional designers, data/analytics specialists, and training coordination/support; build scalable processes for intake, prioritization, and delivery; ensure operational excellence and high-quality service. Budget, Vendor & Global Partner Management (10%): Develop and manage the department budget; manage global vendors and content providers; evaluate, select, and negotiate contracts; optimize global vendor strategy with regional considerations. Measurement, Analytics & Business Impact (10%): Define and implement a learning measurement strategy; build dashboards; drive continuous improvement and demonstrate ROI. Self-Directed Learning (5%): Design and manage a self-directed learning strategy and governance; oversee LMS/LXP strategy; design and promote learning journeys; build scalable global pathways; promote a culture of continuous learning across geographies and languages. Qualifications Bachelor’s degree required; Master’s degree in Organizational Development, Human Resources, Business, or related field preferred. Minimum 8+ years of progressive experience in learning & development, organizational development, or talent development; 5+ years in a leadership role managing teams and enterprise-wide L&OD initiatives; 3+ years in instructional design leadership and team management. Experience in a global manufacturing environment with multi-region learning strategies; proven track record in designing and scaling leadership and high-potential programs, including frontline leadership development in manufacturing. Experience managing RFPs, global vendors, budgets, and external partners; strong people leadership and coaching capabilities; strategic thinker with action bias; strong cross-cultural communication; deep understanding of manufacturing operations and frontline leadership challenges. Expertise in instructional design and adult learning principles for frontline and operational audiences; experience in a global/shared services model; data-driven with measurement and analytics; focus on standardization, scalability, and continuous improvement. Additional Details Physical requirements and work environment: refer to policy; typical office environment; reasonable accommodations available. Travel: 25% domestic travel. Location: This full-time, exempt position is ideally located in Pleasanton, CA or Plano, TX. Relocation is available. Compensation: $123,700 - $252,300 per year.
