About the Role Reporting to the Deputy Commissioner of Administration, the Associate Commissioner for Human Resources serves on the Executive Leadership Team and is the Chief People Officer for the agency, shaping HR operations across nearly 3,000 public servants within OGS and eight other hosted agencies. This role supports the One OGS approach across all divisions and teams. The ideal candidate has demonstrated success in leading HR operations for large organizations, is a servant leader, champions a people‑centric culture, and can take strategic and operational steps to instill that approach across a statewide entity. The Associate Commissioner will direct all HR processes, including talent management, recruitment, onboarding, goal setting, training and growth, succession planning, and off‑boarding, with a key focus on culture. They will ensure transparency in HR operations, build strong partnerships with internal stakeholders, and develop a responsive internal service portfolio of HR operations. Key Responsibilities Oversee a staff of approximately 60 HR professionals responsible for all facets of supporting the HR needs of OGS and hosted agencies. Lead HR services, administrative processing, and labor management resolutions for OGS and hosted agencies, and provide guidance and mentorship to unit leads within the HR bureau. Act as a strategic partner to program leads and support organizational transformation with a data‑driven approach, developing and monitoring KPIs and trends related to the workforce. Lead succession planning and support business units in developing strong and diverse management teams. Focus on continuous improvement, development, and evaluation of new methods, processes, and policies to improve HR management activities. Human Resources Team Functional Units Personnel Services – works with employees, managers and stakeholders to meet staffing needs. Workforce Development Office – facilitates programs to create a culture of learning and growth. Inclusion & Engagement – supports a culture of employee engagement, diversity and inclusion. Labor Relations – provides consultation on employee counseling, discipline, grievance, administration and dispute resolution. Leave Management – guides employees on medical leave documentation and compliance. Management Services – includes Gender‑Based Violence Liaison, accommodations, telecommuting, wellness checks and performance evaluations. Administrative Services – oversees general administrative functions of the HR division. Candidate Qualifications Extensive experience and knowledge of HR processes and policies within a government context, providing expert counsel to divisions. Ability to manage multiple stakeholders and coordinate OGS and hosted agency HR services. Familiarity with NYS Civil Service environment and NYS Finance Law provisions. Successful coalition building and relationship management with internal and external stakeholders. Effective written and oral communication and responsiveness. Creativity, adaptability, resourcefulness, and political astuteness. Critical decision‑making skills and ability to commit to decisive actions. Hosted agencies include: State Liquor Authority, Office of Cannabis Management, Council on the Arts, Office for the Aging, Office of Indigent Legal Services, Department of Veterans’ Services, Office for the Prevention of Domestic Violence, and the Waterfront Commission of New York. Minimum Qualifications Fourteen (14) years of progressively responsible management experience in a complex organization, including supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Experience with NYS Civil Service rules is preferred.
