We are recognized throughout the world for programs like Urban Planning, Social Work, and Environmental Studies that directly engage the community, and aim our students towards the creation of a better, more sustainable world. The Higher Education in Prison program is housed in University Studies, the largest general education program for Portland State. It is required of all undergraduates with the exception of students in the honors program and certain pre-professional health programs. University Studies collaborates widely across academic units at Portland State University, working with 40 academic departments and programs to deliver over 150 UNST-specific and almost 200 affiliated courses per term. The mission of Portland State University's Higher Education in Prison ( HEP ) program is to expand rigorous, quality higher education at Coffee Creek Correctional Facility and to support justice-impacted students post-release. Position Summary The Program Manager for the Higher Education in Prison (HEP) program will oversee and coordinate expansion of our academic programs and initiatives through the HEP at prisons in Wilsonville and Salem. HEP has a specific mandate for expansion, building a “2x2” model, based on a five year, 2.3 million dollar grant from Ascendium Education Group. The Program Manager will have primary responsibility for coordinating program expansion and grant activities. This is a unique opportunity to make a meaningful impact by developing pathways for incarcerated individuals in their pursuit of higher education. This is a four year, grant funded position, reporting directly to the HEP Director. This position is grant funded through June 30, 2027. In accordance with the AAUP collective bargaining agreement , this position is open only to current PSU AAUP academic professionals. Article 17, Section 11 refers. Minimum Qualifications

• Bachelor's degree
• Minimum of 4 years demonstrated experience in program management
• Demonstrated experience developing processes and procedures that improve service or increase program efficiency
• Eligibility to receive volunteer credentials with the Oregon Department of Corrections
• Demonstrated ability to work quickly and effectively under pressure, use judgment in accomplishing tasks that are urgent or of a sensitive or confidential nature, and balance conflicting priorities
• Excellent communication skills, both written and verbal, to effectively interact with diverse stakeholders
• Strong attention to detail, organizational, and multitasking skills, with the ability to manage multiple projects and deadlines simultaneously
• Highly proactive with demonstrated ability to work independently
• Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds
• Experience with relevant computer applications

Preferred Qualifications

• Master's degree and 2 years demonstrated program management experience
• Experience with Project Management software
• Program management experience in an educational or carceral setting
• Understanding of the current landscape of the field of higher education in prison in Oregon, and nationally
• Understanding of law and policy related to higher education in prison in Oregon

Work Days/Hours Monday-Friday, 8am to 5pm, occasional weekends. Total Compensation Range & Benefits Statement Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary range for this position is $60,144 - $75,264, but may be negotiated above this rate dependent upon the factors above, the budget of the hiring department, and approval from HR.
