Position Overview The Narcotics and Transnational Crime Support Center (NTC) provides tailored intelligence and operational analytic support to U.S. and interagency partners combating drug trafficking and transnational organized crime (TOC) networks. The CD/TOC Network Analyst synthesizes law enforcement, intelligence, and open‑source data to illuminate, disrupt, and support the dismantling of priority threat networks that endanger U.S. national security and public safety. The analyst focuses on geographic or functional target sets such as narcotics trafficking, terrorism, money laundering, cryptocurrency, weapons trafficking, Dark Net/cyber‑enabled threats, and other transnational organized crime, fusing large amounts of all‑source intelligence and law‑enforcement agency data into actionable intelligence products that support tactical and operational efforts for LE and IA mission partners. Work Location Arlington, VA Clearance Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility Responsibilities All‑Source Network Analysis Conduct entity‑level, all‑source, all‑domain network analysis of worldwide drug‑related issues, including TOC, CD, and drug trafficking organizations (DTOs), DTO operations, internal security, methods, organizational facilities, personalities involved in drug production, processing, flows, and narco‑terrorism. Provide operational CD intelligence support to DoD elements, IA, and federal LEAs. Analyze the flows and patterns of TOC, CD, and DTOs to derive findings that drive operational efforts to disrupt and degrade these illicit networks. Targeting Support Provide entity‑level targeting and network analysis to DoD elements, LE, and the IA in conducting complex, multi‑national, multi‑faceted operations and investigations against drug trafficking and other threat networks and related finance and facilitation activities. Identify vulnerabilities and previously unknown derogatory connections, such as new communications, individuals, business entities, or financial activity of illicit networks that can be utilized by DoD elements, LE, and the IA to further investigations and operations. Data Fusion & Advanced Analytics Conduct hands‑on execution of advanced analytic workflows and layering of multiple data sources across domains, including intelligence community communications analysis, reporting, entity enrichment tools and databases, LE communications analysis, financial transactions (fiat currencies & cryptocurrencies), pattern‑of‑life analysis, corporate registry data, supply chain data, commercially available information (CAI), OSINT/PAI, and dark web activity to identify illicit connections within networks. Conduct entity‑level analysis to build out networks on specific target threat countries, activities, and non‑state actors such as drug traffickers, insurgent/terrorist individuals or groups. Interagency and Partner Coordination Participate in working groups, coordination, and collaboration meetings. Represent the organization as an Intelligence Analyst during coordination and liaison with counterparts throughout the U.S. LE, intelligence community, inter‑agency and operational staffs of the Unified Commands, military services, and other Government agencies. Effectively and accurately articulate analytic findings and operational‑level recommendations to these partners during these meetings and engagements. Facilitate information sharing among GCCs, other DoD agencies, LE, IA, and public/private sector partners; attend and/or support meetings, briefings, coordination sessions, conferences, and required forums regarding CN, CT, CTF and C‑TOC issues. Assist in identification of CN, CTF, and C‑TOC intelligence requirements and capabilities among DoD and USG agencies in coordination with LEA/IA partners. Targeting Plans & Analytical Approaches Develop all‑source network targeting plans to support the analytic processing of incoming reports, bulk communications data, and bulk data from a large range of tools and databases to determine significance, reliability, and projected analytic workflows of incoming information in order to identify viable tips and leads. Analyze current intelligence holdings, identify potential shortfalls, gaps, and vulnerabilities to develop subsequent collection requirements. Develop complex analytical approaches to problems and situations for which data is incomplete, controversial, or for which no precedent exists. Production & Dissemination Develop tailored written, graphical, and verbal intelligence deliverables focused on the tips, leads, and new targets to drive operations against. Demonstrate proficiency distilling large, complex, and highly technical data to focus deliverables for a non‑technical audience containing recommendations of immediate, actionable nature. Minimum Qualifications Including Certificates Possess and maintain an active TS/SCI Security Clearance for the duration of this effort. Bachelor's degree relevant to the subject area (e.g., Intelligence, Criminal Justice, Homeland Security, International Relations, or a related discipline) from an accredited institution recognized by the U.S. Department of Education. At least 12 years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years. Experience in lieu of education: individuals with prior military experience in a related field with an additional 5 years of related experience for a total of 17 years. Experience using open‑source intelligence software tools. Analytical experience dealing with identifying, targeting, and interdicting terrorist and/or criminal finance activities and networks, including entity‑level network analysis and experience with human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR). Experience providing support to law enforcement agencies in an investigative or analytical capacity, and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data. Experience conducting meta‑data analysis exploitation, typically found in analysts who support operational units. Competent in utilizing specialized intelligence analysis tools (e.g., JWICS‑level geospatial and communications tools and datasets; Intelligence Report Aggregators/Automated Message Handling System search tools such as TAC, RMT, and NGT, Horizon; Intelligence Data Visualization Tools such as Google Earth, Analyst Notebook, Target Cop). Proficient in utilizing the Microsoft Office suite applications. Proficient in utilizing existing and new analytical tools to effectively exploit raw financial data, business registry, blockchain, and corporate company data. Skilled at implementing and utilizing best practices, proper tradecraft, and determining relevancy of information disseminated against the standards set forth by the U.S. Government. Experience with reviewing, prioritizing, and managing submitted requests. Understand interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary among interagency partners to share said data. Understand relevant DoD intelligence and intelligence oversight policies, procedures, and requirements. Desired Qualifications Experience with cryptocurrency analysis is highly desired.
