POSITION SUMMARY This position is responsible for researching, collecting, analyzing, summarizing, and presenting information regarding crime fighting and operational procedures, strategies, and initiatives for the purposes of evaluating and allocating resources and ensuring policies and procedures are in compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA). FUNCTIONS OF THE JOB Essential Functions ● Create and develop work schedules for district patrol officers and specialized units that are consistent with workload needs, pre-scheduled training days and extra staffing for major events. ● Conduct various forms of research to develop and compose plans, policies and procedures. ● Maintain the Department's historical projects, special orders and Police Manual files. ● Evaluate procedures and research projects to ensure appropriateness in accomplishing stated objectives ● Respond to inquiries from outside agencies and citizens seeking information; coordinate information and resources to address requests. ● Review federal, state and municipal legislation to determine necessary police operational and procedural changes. ● Generate materials for distribution with various city government personnel and personnel from private sector. ● Work with subject matter experts from inside and outside of the Department to prepare Departmental general and special orders, as well as schedules of law violations and other directives concerning policies and procedures. ● Post Department documents and directives in the Department wide Policy Management System. ● Conduct studies and/or surveys of Department operations, to include comparative studies from other agencies and statistics. ● Prepare comparative analyses, statistical reports and evaluations, to include Uniform Crime reporting, Bias Crime reporting, reports to the State of Missouri and other reports as directed. ● Generate grant proposals in accordance with guidelines; research grant source materials and coordinate available grant funds; coordinate grant administration. ● Generate Department documents, forms, newsletters, charts, informational packets, signs, etc., upon request. QUALIFICATION REQUIREMENTS Knowledge: A Bachelor's degree in Criminal Justice, Criminology, Public Administration, Social Science, or a closely related field. Experience: Experience in planning and grant writing. Qualifying experience includes a working knowledge of Windows, Microsoft Word, Excel, Publisher, and PowerPoint. Must demonstrate sound research methodology, statistical analysis skills, and must be proficient in the use of personal computers. OR an equivalent combination of education, training, and experience. Skills and Abilities: ● Data Utilization: Requires the ability to perform data analysis including the ability to review, classify, categorize, prioritize reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. ● Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, citizens, on how to apply policies, procedures and standards to specific situations. Requires skill in oral and written communication. ● Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer, telephone, photocopier, facsimile machine and/or materials used in performing essential functions. ● Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as statistical reports, schedules, maps, crime statistics, spreadsheets, ordinances, statutes, procedures, guidelines and non-routine correspondence. ● Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages; basic algebra and statistics. ● Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective. ● Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. ● Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions. ● Physical Requirements: Requires the ability to lift, push and pull papers and other office materials weighing up to twenty (20) pounds. Requires sitting, walking, standing, and talking. Clarity of vision at twenty (20) inches or less with the ability to adjust the eye to bring objects into sharp focus. ● Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes to conduct site inspections and sounds to communicate with others. This position requires clarity of vision at 20 inches or less and the ability to bring objects into sharp focus, while reading from a computer screen. The job has light physical demand (primarily sedentary) requiring the employee to exert negligible force frequently to lift, carry, push, pull or otherwise move objects in the normal course of routine office activities.
