GIS Analyst II

Job Description Summary The purpose of this job is to lead and drive innovation, design, planning, and implementation of Geographic Information Systems (GIS) and related applications. This position performs the most complex tasks involving GIS analysis, database design and management, system architecture, and application development. The role also includes project management responsibilities for planning and executing projects with significant data or GIS components. The incumbent provides expert recommendations on project staffing, hardware, software, data, budget, and scheduling needs. Additionally, this position communicates complex technical concepts clearly and effectively to non-technical GIS users. Essential Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Performs complex data analysis using ArcGIS software, related extensions, relational databases, and other computer software. Designs, develops, and maintains GIS and relational databases in multiple formats to support organizational needs. Creates and implements custom GIS applications for both desktop and web environments. Collaborates with stakeholders to define requirements and deliver meaningful, data-driven reports, maps, and visualizations. Leads team efforts to identify and implement effective approaches for project completion and public outreach initiatives. Serves as a working project manager for projects and programs. Plans project timelines, assigns tasks, and monitors progress. Communicates complex technical concepts clearly and effectively, both verbally and in writing, to non-technical users. Provides coaching and technical training to staff. Regular attendance is a necessary and essential function. Performs other duties as assigned. Supervisory Responsibilities No supervisory authority. Work requires providing guidance and training to others. This position may oversee work quality, training, instructions, and work assignments. Education and Experience Bachelor’s Degree in Geography, Computer Science, GIS, or related field. 5 to 7 years’ experience with enterprise GIS systems. Licenses or Certifications Valid driver’s license Information Technology Infrastructure Library (ITIL) certification. Geographic Information Systems Professional (GISP) within one year of hire. Knowledge, Skills and Abilities Knowledge of: ArcGIS, ArcPro, Python, and SQL databases. Principles, best practices, and current trends in geospatial technologies, spatial databases, and cartography and visual communication. Relevant policies, business practices, pertinent data sources, and research methods. Agile work methodologies. ITIL foundation practices Project management framework. Skill in: Communicating verbally and in writing to meet the needs of the audience. Project management. Creating and maintaining technical records. Ability to: Direct and perform high-level GIS analysis using multiple GIS software products – including ArcGIS Desktop, Pro, Server, ArcSDE, Portal, and GeoEvent. Research data sources, edit data, and assemble into datasets, create and utilize networks, datasets, matrices, and programs required for analysis, modelling, planning, and business needs. Develop and maintain applications for data access and maintenance using technologies including ArcGIS ExperienceBuilder and ArcGIS Online, Javascript, Python, and HTML. Compile, organize, interpret, and communicate data and results concisely. Apply logic and reasoning to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Provide guidance and training to others. Provide high levels of effective customer service. Establish and maintain effective working relationships. Identify and distinguish colors. Regularly use a computer, software, phone and related office equipment. Focus on tasks. Pass a Criminal Justice Information Services background check. Work Environment Office or similar indoor environment – frequently/often. The position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
