Position Summary

Jordon Construction Company is seeking an experienced Project Manager to serve as the contractor’s primary management representative and point of contact for overall contract performance, while ensuring that the contract and operations proceed on schedule, within budget, and in strict adherence to plans, specifications, and contract requirements.   This is a contingency position for an upcoming opportunity and is pending contract award.

Key Responsibilities

·       Exercise full authority to act on behalf of the Contractor regarding daily operations, contract performance, staffing, customer coordination, and issue resolution. 

·       Direct and oversee installation-wide custodial operations across Fort Hood/Cavazos facilities and assigned service location 

·       Ensure all work is performed safely, on time, within budget, and in compliance with the PWS, contract requirements, quality standards, and applicable regulations. 

·       Supervise managers, supervisors, leads, custodial personnel, and subcontractors; maintain accountability for workforce performance, scheduling, training, conduct, and compliance. 

·       Ensure adequate staffing, equipment, materials, and resources are available to support all required service levels. 

·       Coordinate directly with Government and DPW representatives regarding operations, performance, inspections, service delivery, and customer concerns. 

·       Develop and implement phase-in, phase-out, emergency response, contingency, and operational plans necessary to support contract requirements. 

·       Oversee contract quality control activities and support Government quality assurance inspections, audits, and performance reviews. 

·       Monitor contract performance, implement corrective actions, and drive continuous process improvement initiatives. 

·       Ensure compliance with all safety, environmental, security, access, and training requirements applicable to contract operations. 

·       Manage subcontractor performance, when applicable, to ensure compliance with contract requirements and performance standards. 

·       Administer personnel actions, workforce development activities, and company policies in coordination with Human Resources and Workforce Development. 

·       Manage operational budgets, purchasing activities, staffing documentation, labor reporting, and other required administrative functions. 

·       Ensure all reports, contract deliverables, labor-hour submissions, and required documentation are accurate, timely, and audit-ready. 

·       Maintain positive customer relationships through professional and responsive communications.​​ 

Qualifications

·       Minimum five (5) years of custodial, janitorial, housekeeping, environmental services, or facilities support experience. 

·       Minimum five (5) years of management or supervisory experience overseeing custodial, housekeeping, environmental services, or similar service contracts. 

·       Experience managing large, geographically dispersed custodial, environmental services, or facilities support operations preferred. 

·       Experience managing operations at military installations, federal facilities, healthcare facilities, campuses, or other large institutional environments preferred. 

·       Government contract experience preferred. 

·       Experience managing subcontractors preferred. 

·       Experience with CMRA or other labor-hour reporting systems preferred. 

·       Experience developing or supporting contract phase-in, phase-out, transition, staffing, quality control, emergency response, safety, environmental, and contingency plans preferred.​​ 

Knowledge, Skills, and Abilities

·       Intermediate knowledge of federal laws such as FAR, CFR, SCA, OSHA, ADA, EPA, and JCAHO. 

·       Knowledge of PC functions and Software. 

·       Operation of windows applications, MS Word, MS Excel, etc. and related applications. 

·       Advanced written and oral communication skills. 

·       Extensive analytical and problem-solving skills. 

·       Ability to be a self-starter and have strong time management skills. 

·       Ability to work well under pressure, multi-task and handle multiple priorities.  

·       Ability and willingness to exert disciplinary action as needed as well as delegate authority. 

·       Ability to work both with minimal supervision and as a team player. 

Other Requirements  

·       Ability to pass credit, criminal, drug, and driving screening. 

·       ​Ability to be exposed to various dirt, debris, and odors. Subject to hazards associated with working in a health care environment that may cause personal harm; diseases, cuts, bruises, burns, common colds, influenza, dust, odors and elevated noise levels.  

·       ​May be required to work in aseptic areas and be exposed to various chemicals and infectious disease.  

·       ​Ability to work any time or day of the week, including weekends and holidays. 

·       ​Possess valid driver’s license and maintain good driving record. 

·       ​If required, ability to obtain and maintain security clearance and base access to assigned site(s).​​
