Instructional Design Specialist

Valkyrie Enterprises has an immediate opening for an Instructional Design Specialist to support the Navy Afloat Maintenance Training Strategy (NAMTS) Program. This position is responsible for designing, developing, revising, and sustaining U.S. Navy technical training curriculum and Job Qualification Requirements (JQRs) that support shipboard and Intermediate-Level maintenance qualification. The Instructional Design Specialist will work closely with Navy maintenance Subject Matter Experts (SMEs), Regional Maintenance Centers (RMCs), Afloat NAMTS Coordinators (ANCs), program leadership, and technical support personnel to ensure training products are technically accurate, instructionally sound, measurable, traceable to approved technical requirements, and aligned with Fleet maintenance needs. Located in Virginia beach, VA Job Description: Design, develop, revise, and sustain U.S. Navy technical curriculum, training materials, and qualification products supporting NAMTS maintenance pathways. Develop and maintain Job Qualification Requirements (JQRs), including knowledge factors, practical factors, performance steps, qualification criteria, references, and supporting assessment requirements. Conduct front-end analysis, job/task analysis, needs analysis, and training requirements analysis to identify required knowledge, skills, abilities, and performance standards for Navy maintenance tasks. Translate technical maintenance requirements, procedures, drawings, technical manuals, maintenance standards, and SME input into measurable learning objectives and qualification requirements. Develop or revise course content, lesson plans, instructor/facilitator guides, trainee guides, practical exercises, examinations, oral-board materials, performance assessments, and other instructional products. Apply recognized Navy instructional systems design (ISD) principles and applicable NAVEDTRA curriculum-development guidance throughout the training-product lifecycle. Develop test items and assessment tools that align directly to learning objectives and JQR requirements and that accurately measure knowledge and performance mastery. Facilitate curriculum and JQR development working groups with Navy SMEs, maintenance leadership, training personnel, and program stakeholders to validate technical content and qualification standards. Perform technical and instructional reviews of existing curriculum and JQRs to identify gaps, duplication, outdated requirements, unclear standards, and opportunities for improvement. Incorporate approved Fleet feedback, lessons learned, policy changes, technical-documentation changes, and maintenance-process changes into curriculum and JQR revisions. Maintain traceability between source requirements, learning objectives, instructional content, examinations, practical assessments, and JQR qualification elements. Support pilot delivery, validation, implementation, and post-implementation evaluation of new or revised training products and recommend corrective actions based on results. Coordinate configuration control, version management, review cycles, adjudication of comments, and formal approval packages for curriculum and JQR products. Support development and sustainment of electronic learning content and training materials within Navy or program learning-management systems, as required. Collaborate with NAMTS Project Management, Technical Support, RMC personnel, ANCs, and Fleet SMEs to ensure curriculum reflects actual shipboard and Intermediate-Level maintenance execution. Provide clear written and oral briefings on curriculum status, development risks, technical issues, validation results, and recommended changes to program leadership and Navy stakeholders. Apply continuous process improvement and lessons learned to curriculum-development, JQR-development, review, and approval processes. Conduct Test Analysis by aligning and constructing assessment Test analysis, Test item analysis, reviewing post-test data to evaluate individual test questions, performing validity and reliability of test items. Perform Quality Assurance content reviews of instructional materials, training requirement standards, quality checks, peer reviews, and usability testing. Qualifications Must have a Bachelor’s degree in Instructional Design, Education, Training and Development, Engineering, a technical discipline, or a related field and at least 4 years of directly relevant curriculum/instructional-development experience, or Associate’s degree and at least 8 years of directly relevant Navy technical training, curriculum-development, or qualification-development experience, orHigh school diploma/equivalent and at least 10 years of directly relevant Navy technical training, maintenance, curriculum-development, or qualification-development experience. Must have demonstrated experience developing, revising, or sustaining U.S. Navy technical curriculum, qualification standards, JQRs, Personnel Qualification Standards (PQS), training guides, or comparable Navy training products. Must have working knowledge of instructional systems design (ISD), adult learning principles, task analysis, learning-objective development, instructional-media selection, assessment development, validation, and evaluation. Must have the ability to develop clear, measurable learning objectives and performance requirements from technical source material and SME input. Must have experience developing written examinations, test items, practical exercises, performance assessments, or qualification boards that are traceable to approved training or qualification requirements. Must have the ability to read and interpret U.S. Navy technical manuals, maintenance procedures, drawings, instructions, work-control documents, and other authoritative technical references. Mut have understanding of Navy shipboard or Intermediate-Level maintenance practices, terminology, technical documentation, and qualification processes. Must have experience collaborating with technical SMEs and facilitating structured reviews to validate curriculum content and qualification requirements. Must have Strong technical writing, editing, research, analytical, and oral communication skills with the ability to produce accurate, concise, and auditable training products. Must have high attention to detail and demonstrated ability to manage multiple curriculum-development actions, review comments, deadlines, and configuration-controlled products simultaneously. Must be proficient in Microsoft Word, Excel, and PowerPoint and the ability to work with electronic learning-management, document-management, or curriculum-development systems. Must be self-motivated team player who can work independently, meet deadlines, and communicate effectively with Navy and contractor personnel at all levels. Desired Qualifications 5+ years of direct experience developing U.S. Navy curriculum, JQRs, PQS, or other formal technical training and qualification products preffered. Experience supporting NAMTS, CNRMC, an RMC, SIMA, IMF, shipyard, Fleet training activity, or Non-Nuclear Afloat Maintenance Department. Experience developing training for Intermediate-Level shipboard maintenance and repair in engineering, deck, electrical, combat systems, C4I, or related maintenance disciplines. Formal Navy instructor, curriculum developer, instructional design, or Master Training Specialist qualification/certification. Experience with applicable NAVEDTRA curriculum-development processes, curriculum validation, training-project planning, and formal course-documentation requirements. Experience with CeTARS, Navy learning-management systems, Moodle, or comparable training-management and e-learning platforms. Experience conducting curriculum/JQR gap analysis, root-cause analysis, training effectiveness evaluation, and continuous process improvement. Experience briefing curriculum-development status and recommendations to senior Navy leadership, government program managers, or technical authorities. Experience working directly with Fleet maintenance SMEs to convert real-world maintenance tasks into standardized training and qualification requirements. Security Requirements Must be eligible to obtain and maintain a DoD Secret security clearance. Travel Requirements: Occasional travel up to 10%. If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Must be able to remain in a stationary position for extended periods and move throughout worksites as needed. Must be able to access shipboard and industrial work areas as required to observe maintenance tasks, conduct validation, and coordinate with SMEs. Light physical work, including lifting objects up to 20 pounds.
