Job Title: Application Developer
Location: Oklahoma City, Oklahoma (ONSITE)

Objective / Summary:

The Oklahoma State Department of Health (OSDH) is seeking an Application Developer to support the planning, execution, delivery, and maintenance of IT-related projects. The developer will be responsible for building secure, scalable, and maintainable software solutions, resolving complex integration challenges, supporting cloud-based applications, and collaborating with business and technical stakeholders to deliver modern technology solutions within an Agile development environment.

Scope of Services / Responsibilities:

• Develop, test, deploy, and maintain high-quality, reusable, maintainable, and secure application code.
• Support the planning, execution, and successful delivery of IT projects under OSDH direction.
• Collaborate with business stakeholders to understand business challenges and translate requirements into effective technical solutions.
• Resolve complex application and system integration issues involving internal and external systems.
• Participate in Agile development activities, including sprint planning, code reviews, demonstrations, and backlog refinement.
• Review technical designs and contribute to architecture and implementation planning.
• Develop and implement application features and enhancements.
• Demonstrate developed functionality to stakeholders and project teams.
• Build, support, and enhance cloud-based applications and services.
• Monitor application performance and optimize solutions for responsiveness and scalability.
• Configure and manage application parameters to improve front-end response times.
• Assist with automating and improving software development and deployment workflows.
• Evaluate the feasibility of new software applications and system modifications.
• Identify potential system constraints, technical requirements, dependencies, and risks.
• Develop and maintain APIs, web services, and integration solutions.
• Support database development, optimization, and maintenance activities.
• Utilize source control and DevOps processes to support application lifecycle management.
• Continuously learn and adopt new technologies, frameworks, and development practices.

Minimum Requirements:

Education & Experience

• Bachelor's degree in:
  • Computer Science
  • Management Information Systems
  • Related technical field

OR

• Minimum 2 to 4 years of experience in application development.

OR

• Equivalent combination of education and application development experience, with one year of application development experience substituting for each year of required education.

Technical Skills:

• Experience in at least two of the following technology areas:
  • Web Development and API Development using the .NET technology stack
  • User Interface technologies such as React, Angular, Node.js, or similar frameworks
  • Microsoft Azure or other cloud platforms
• Experience developing secure, scalable, and maintainable applications.
• Experience with:
  • Web Services
  • XML
  • JSON
  • SSL
  • TCP/IP
  • Caching technologies
• Experience with Azure DevOps development workflows.
• Experience working within Agile software development methodologies.
• Experience with:
  • Microsoft SQL Server
  • T-SQL
  • Stored Procedures
  • Database optimization and performance tuning
• Experience using source control tools such as Git.
• Strong problem-solving and troubleshooting skills.
• Ability to quickly learn and adopt new programming languages, frameworks, and technologies.

• Experience developing enterprise-level cloud applications.
• Experience implementing CI/CD and DevOps automation practices.
• Experience integrating applications with external systems and APIs.
• Experience designing scalable and highly available application architectures.
• Experience supporting public sector, healthcare, or government technology environments.
• Experience with modern JavaScript frameworks and front-end development best practices.
• Experience optimizing application and database performance.
• Experience participating in full software development lifecycle (SDLC) activities.

• Provide technical documentation, knowledge transfer, and implementation support as required.
• Support evaluation and analysis of proposed software enhancements and system modifications.
