THE ORGANIZATION

A private nonprofit organization founded in 1973, Philadelphia Corporation for Aging (PCA) is a large agency that is part of the Area Agency on Aging (AAA) nationwide network. Founded as a result of the federal Older Americans Act, the AAAs are mandated to “facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers.” PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.

The mission of PCA is to improve the quality of life for older Philadelphians and those with disabilities and assist them in achieving the greatest possible levels of health, independence, and productivity.

Requirements

Description of Role: Reporting to the Director of Planning in the Planning Department, the Quality Improvement Manager leads PCA’s organization-wide quality improvement strategy and directly supervises a team of quality improvement analysts. The manager uses data evaluation, research, process analysis, and collaboration with program leadership to recommend strategic and operational improvements to senior and executive leadership. This work supports federal and state program compliance, improves service outcomes and stakeholder experience, strengthens program standards, and promotes efficient operational performance.

Required Education and Experience:

  • Bachelor’s degree required; master’s degree in business administration, public health, public administration, social work, data analytics, or a related field preferred.
  • At least five (5) years of progressively responsible experience leading continuous quality improvement, performance measurement, program evaluation, data analysis, process improvement, or related work.
  • Demonstrated experience supervising, developing, and leading a team, including setting priorities, coaching staff, evaluating performance, and delivering results across multiple projects.
  • Strong knowledge of statistical concepts, data-quality assessment, sampling, trend analysis, performance measurement, and applied research methodologies.
  • Experience developing analytical approaches selecting fit-for-purpose tools to prepare and analyze raw data, map and evaluate business processes, identify inefficiencies and root causes, establish baselines and performance measures, monitor progress, inform business decisions and organizational strategy, and recommend operational improvements.
  • Experience with process mapping, root cause analysis, or comparable continuous improvement methodologies.
  • Demonstrated proficiency in evaluating, selecting, and using business intelligence, statistical analysis, data-visualization, and process-analysis tools, including Power BI or comparable analytical software.
  • Demonstrated ability to synthesize complex analytical findings, risks, and recommendations into concise, decision-ready presentations and written reports for senior and executive leadership.
  • Experience with clinical, administrative, or program operations in aging services, disability services, healthcare, human services, or a related field preferred.
  • Training or practical experience in Lean or Six Sigma preferred.

Job Requirements:

a) Manage a team of quality improvement analysts, providing supervision, support, technical guidance, leadership, and collaboration to drive efficiency and impactful results for the organization.

b) Partner with key staff to assess analytical and reporting needs and develop, evaluate, and recommend appropriate data, technology and system architecture, including tools for analyzing raw data and operational processes, identifying inefficiencies, monitoring progress, and measuring improvement.

c) Review the agency’s raw data, data-collection methods, and related workflows to determine data quality and analytical requirements; identify patterns, gaps, and inefficiencies; and support in-depth research, reporting, compliance, and continuous improvement.

d) Oversee the development and use of appropriate tools, dashboards, and analytical methods to monitor quality measures, compliance indicators, implementation progress, and performance trends across PCA programs.

e) Direct risk-based audits of PCA program data using standardized instruments to assess the accuracy, completeness, and timeliness of activities, documentation, and billing; document findings; and monitor corrective actions through completion.

f) Communicate audit findings and actionable recommendations to appropriate staff and stakeholders and collaborate with PCA management to implement process changes, strengthen training, address performance issues, and evaluate whether corrective actions produce the intended results.

g) In collaboration with PCA management, map and assess operational processes; select and apply appropriate process-analysis and root-cause-analysis tools; identify gaps, bottlenecks, redundancies, and other inefficiencies; recommend prioritized improvements; and support implementation and evaluation of approved changes.

h) Assist and collaborate with key staff and partners to research, develop, validate, and recommend well-designed, effective and widely accepted metrics and analytical tools that measure service quality, operating system efficiency, and progress toward improvement goals, ensuring alignment with local, regional and national standards.

i) Prepare and present accurate and timely summaries for executive management that provide consolidated, clear, and concise assessments of implementation status and program outcomes.

j) Lead and manage related PCA projects and initiatives.

k) Other duties as assigned.

This is a hybrid, full-time, exempt position located at the Philadelphia Corporation for Aging office at 642 N. Board Street, Philadelphia, PA 19130. Work responsibilities will occur largely during weekdays; however, some evening and weekend hours may be required to attend events and meetings. Partial remote work (work from home) is permitted and expected.
