Serving as a Visual Information Specialist GS-1084-9/11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of the Associate Director for Training Ops, Training Management Operations Directorate, ELearning and Training Analytics Division, eLearning and Training Technology Support Branch, located in Glynco, Georgia.

The primary purpose of this position is to perform work in the analysis, development, and preparation of visual information products in

support of the FLETC's various training and administrative programs.

Typical duties include:

• Planning and providing visual art and information products and services for a diverse group of clients to include the FLETC divisions, the FLETC Partner Organizations, the Department of Homeland Security (DHS), and a wide variety of other federal agencies.
• Coordinating each graphics request from inception to completion utilizing talent and skills, plus the personnel and resources available within the branch and those available from contractors and/or other organizational elements of the federal government.
• Ensuring that all developed products and services comply with Section 508 requirements, copyright requirements, and provides consultation to the client to resolve any discrepancies, as required.
• Providing counsel, expertise, and assistance to co-workers as a subject matter expert on traditional and computer graphics projects as workload requires and recommends improved processes in the areas of design and production.
• Following all established laws; agency, directorate, and division directives; and policies/procedures applicable to workload and mission

Specialized Experience:

You qualify at the GS-12 grade level if you possess the following:

• One year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: (1) Developing visual information products in support of training and administrative programs. (2) Independently planning and producing visual art and information products and services such as two- and three-dimensional models, computer graphics/animation, print media graphics, and/or multimedia exhibits for a diverse group of clients. (3) Providing expert consultation to clients, senior management and colleagues regarding design and production of multimedia graphics products when establishing production milestones to meet client requirements. (4) Complying with Section 508 copyright requirements and providing consultation to clients when resolving any copyright discrepancies.

Substitution of education in lieu of specialized experience may not be used for this grade level.

You qualify at the GS-11 grade level if you possess one of the following:

• One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to (1) Assisting with the development and/or preparation of visual information products in support of training and administrative programs. (2) Assisting with planning and producing visual art and information products such as computer graphics/animation, print media graphics, and multimedia exhibits for clients. (3) Contributing to the development of production milestones and assisting with recommendations to subject matter experts. (4) Implementing graphic design principles, color theory, illustration techniques, and/or video production processes to meet client needs.; OR
• A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.; OR
• A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

You qualify at the GS-09 grade level if you possess one of the following:

• One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to (1) Assisting with the development and preparation of visual information products to support training and administrative programs, under the guidance of senior staff. (2) Participating in planning and producing visual art and information products, including computer graphics/animation, print media graphics, and/or multimedia exhibits, while learning established procedures and techniques. (3) Supporting the development of production milestones and provides input to subject matter experts, with oversight from higher-level personnel. (4) Applying basic graphic design principles, color theory, illustration techniques, and/or video production processes to meet client needs, while expanding knowledge and skills through on-the-job training and feedback.; OR
• A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR
• A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability/fitness as a condition of placement in this non-sensitive, moderate risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Physical Requirements: Physical restrictions are few, but do include high manual dexterity, a tolerance to various chemicals used in graphic arts processes, ability to work at computer stations, discern various colors, and work in darkroom conditions. Requires ability to stand, stretch, lift and stoop when working with a process camera, and when setting up and taking down multi-media, presentation, and computer graphic equipment. Driving a vehicle is required.

Work Environment: To perform the functions required by this position, several different environments are encountered. About 70% of the time is in a computer graphics office environment, 15% of the time in finishing graphics work environments, and 15% in client, vendor and instructor consultation and office environments.
