Compensation Salary Schedule Overview To assist district and schools with homeless education compliance issues and support services to ensure schools achieve desired priorities in response to needs and disparities identified at the school and classroom level. Responsibilities and Qualifications QUALIFICATIONS: 1. Bachelor's degree from an accredited institution. Master's degree preferred.
2. Three (3) years of coaching or leadership experience required. Technical assistance and professional learning to individuals and groups on federal, state or district policies preferred.
3. Three (3) years of experience working with children or families in need required. Work in an educational setting preferred.
4. Experience supporting grant implementation required, federal grants preferred.
5. Experience organizing events required. Organizing events involving homeless youth or community agencies preferred. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of organization and management theory and practice. Knowledge and commitment to decentralized decision-making and accountability for results that facilitate creative processes toward achievement of district expected results. Knowledge and understanding of the distinction between line and staff positions and functions within an organization. Knowledge of Federal Programs, Homeless Education Program, laws and regulations. Knowledge of student management systems as it relates to student count, reports, analyzing student performance data, transferring student data, data entry and accountability. Ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of district goals. Ability to facilitate group processes in consensus building, conflict resolution, planning and decision-making. Ability to collaborate and communicate effectively with internal and external stakeholders. Demonstrated skill and experience in writing and presenting information in a variety of formats to administrators, teachers, support staff, parents, business partners, and members of the community. Ability to interpret state board rules and school board policy. Demonstrated ability to adapt to changes in priorities and work assignments. Demonstrated ability to independently plan, execute, and monitor completion of tasks and projects according to established timelines. REPORTS TO: Senior Administrator - Homeless Education SUPERVISES: None MACHINES, TOOLS, EQUIPMENT: Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, Copier PHYSICAL REQUIREMENTS: Describes physical conditions of this position. Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work. PHYSICAL ACTIVITY: Physical activities of this position. Percent of a typical day involved in each applicable activity is noted. Percentage 70 Sitting: Resting with the body supported by the buttocks or thighs.
10 Standing: Assuming an upright position on the feet, particularly for sustained periods of time.
10 Walking: Moving about on foot to accomplish tasks, particularly for long distances.
5 Bending: Lowering the body forward from the waist.
5 Reaching: Extending hand(s) and arm(s) in any direction.
5 Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position through the use of the upper extremities and back muscles exerting up to 10 pounds of force.
80 Finger Dexterity: Picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm.
70 Grasping: Applying pressure to an object with the fingers and palm.
90 Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which detailed or important spoken instructions must be conveyed accurately, loudly or quickly.
90 Hearing Acuity: The ability to perceive speech and other environmental sounds at normal loudness levels.
90 Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc. Note: Will total more than 100 percent as several activities may be performed at one time. WORKING CONDITIONS: Conditions the worker will be subject to in this position. Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside. PERFORMANCE RESPONSIBILITIES: * Manifests a professional code of ethics and values.
* Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
* Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
* Serve as a liaison between the school district and community partners in order to identify and provide students services such as supplemental education, health and social services.
* Work with district administrators and school teams to plan and implement program activities for MVP students.
* Work with administrators in transportation, school staff and contracted vendors to ensure student transportation qualification is determined and provided.
* Analyze and interpret federal and state laws to make determination of homeless qualification and rights.
* Oversee Homeless Education special projects and coordinate community and school resources for homeless families.
* Organize and execute district-wide events to support the education of community, district teams and school staff on the legal rights of homeless students.
* Keep the Senior Administrator, Homeless Education, informed through written and oral reports regarding homeless education services to schools and families.
* Work with Business Process Specialist for Homeless Education in management of student data for state required reports.
* Update, review and pull data from student management system for homeless education students/programs.
* Review multiple student performance data indicators including both state and local required assessments and facilitate the professional learning process for school-based staff based on the data.
* Provide support, data and leadership in submitting FL DOE grant applications and state/federal reports.
* Design and conduct training for administrators, district teams and school level staff.
* Conduct and take calls from parents, school and district leaders to determine homeless qualifications and supports.
* Monitor and assist in ensuring compliance of federal and non-federal grant requirements.
* Provide information to department and district leadership regarding current trends, best practices and promising innovations in educational programs and processes.
* Identify the disparity between "what is" (current condition) and "what ought to be" (desired condition) regarding the priorities in his/her assigned programs.
* Working with and through people to develop plans and accountability systems to eradicate disparity between what is" and "what ought to be" in terms of district priorities and expected results.
* Follow the districts policies and procedures as related to all HRMD guidelines and the districts instructional initiatives.
* Follow the district's policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility. • Perform other duties and responsibilities as assigned by the supervisor. * Essential Performance Responsibilities TERMS OF EMPLOYMENT: Non-bargaining unit compensation plan, twelve months, 8.0 hours per day EVALUATION: Performance on this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel. 07/01/2025
