Working alongside design professionals, construction teams, government agencies, District departments, and community stakeholders, you will help manage project scope, schedule, budget, procurement, approvals, and overall delivery. T his position offers the opportunity to contribute to complex educational facility projects that directly support students, staff, and surrounding communities.
About Your Role
The Project Development Manager is responsible for planning, coordinating, and overseeing pre-construction and project-development activities associated with new school construction and modernization projects.
This position manages multiple projects and is accountable for scope, schedule, budget, planning, design coordination, agency approvals, contract administration, and overall project performance.
The successful candidate will resolve complex planning, design, and construction issues; provide direction to project-development and design staff; coordinate with internal departments and outside agencies; and deliver accurate reporting to departmental, branch, and executive stakeholders.
This role requires extensive experience managing complex capital projects in a public-sector environment, along with strong leadership, communication, financial-management, and problem-solving skills.
Education Requirements
- Bachelor's degree from a recognized college or university in architecture, engineering, construction management, or a closely related field.
Preferred Certifications and Licenses
- Valid Certificate of Registration as an Architect issued by the California Architects Board.
- Valid Professional Engineer license issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
- Certified Construction Manager, or CCM, credential issued by the Construction Manager Certification Institute.
- LEED professional accreditation.
What You'll Need to Get the Job Done
- Minimum of 10 years of experience managing the planning, design, construction, and coordination of capital projects.
- Experience overseeing multiple projects with responsibility for scope, schedule, budget, quality, and overall delivery.
- Strong understanding of pre-construction planning, project development, design management, procurement, and construction administration.
- Ability to resolve complex planning, design, construction, contract, and stakeholder-related issues.
- Experience reviewing project schedules, budgets, consultant agreements, design progress, payment applications, and project documentation.
- Strong leadership skills with experience assigning work, monitoring performance, and providing direction to project staff and design professionals.
- Strong written and verbal communication skills.
- Ability to prepare and present project reports, budget updates, schedule information, risk assessments, and issue analyses.
- Experience coordinating with utility companies, government agencies, consultants, contractors, and internal departments.
- Strong analytical, organizational, financial-management, and problem-solving skills.
- Ability to manage multiple high-profile projects and priorities in a fast-paced public-sector environment.
Preferred Qualifications
- Experience developing project scopes and planning new construction or modernization projects.
- Experience supporting LEED or Collaborative for High Performance Schools, or CHPS, projects.
- Experience with California Environmental Quality Act requirements, agency approvals, and coordination with City and County agencies.
- Experience with multiple project-delivery and procurement methods used for public projects.
- Experience supporting community-engagement and public-outreach processes.
- Strong oral and written communication skills.
- Experience utilizing Building Information Modeling, or BIM.
- Experience participating in formal construction partnering.
- Experience managing major educational, civic, institutional, or public infrastructure projects.
What You'll Do
- Plan and coordinate pre-construction activities associated with new school construction and modernization projects.
- Manage the scope, schedule, budget, quality, and overall success of multiple capital projects.
- Oversee projects through planning, design, procurement, construction, and closeout phases.
- Resolve complex planning, design, construction, contract, and project-delivery issues.
- Address disputes, disagreements, schedule concerns, budget risks, and coordination challenges.
- Develop, assign, and monitor the performance of Assistant Facility Development Managers, Design Managers, design professionals, and other project staff.
- Provide direction and guidance to team members regarding assigned projects, deliverables, schedules, and priorities.
- Prepare reports on project budgets, schedules, progress, risks, and key issues.
- Provide information and analysis to departmental, branch, executive, and Board representatives.
- Review overall project planning, design, and construction progress against established submittal and completion schedules.
- Evaluate project status, progress, risk, and potential impacts throughout all development phases.
- Coordinate with utility providers and government agencies to obtain timely reviews, permits, approvals, and required actions.
- Assist project teams with architectural and engineering contracts, procurement planning, bid development, and contract execution.
- Review and verify design-professional contract scopes, fees, amendments, and applications for payment.
- Perform fiscal management and financial oversight for multiple projects.
- Monitor project expenditures, consultant payments, budget forecasts, and cost-control activities.
- Provide functional direction in project scheduling, cost control, dispute resolution, contract administration, and quality control.
- Coordinate project requirements, schedules, and activities with District organizational branches and departments.
- Collaborate with the Office of Environmental Health and Safety, Design and A/E Technical Support, Project Execution, Facilities Contract Administration, Inspection Unit, Maintenance and Operations, Educational Service Centers, and school-site personnel.
- Coordinate with design consultants, construction teams, contractors, inspectors, agency representatives, and community stakeholders.
- Support environmental review, agency approval, project-delivery, and procurement processes.
- Develop and recommend internal project-management policies, procedures, standards, and process improvements.
- Maintain accurate project records, reports, contracts, approvals, schedules, budgets, and correspondence.
- Support community-engagement and stakeholder-coordination activities as required.
- Perform additional duties as assigned in support of capital improvement projects.

Salary
$195,000.00-$206,000.00 annually

Employees may be eligible for discretionary bonus opportunities based on individual performance, utilization, attendance, tenure, and achievement of company financial and nonfinancial goals.
