Why does the job exist?

The purpose of this position is to lead, manage, and facilitate one of the largest funding portfolios of programmatic and financial activities across the agency, overseeing more than $100 million in grant funding. This position is critical to the administrative and financial management of federal funds and provides communication and training at all levels of the organization to ensure compliance with federal laws and regulations governing federal grant management and reporting. The position is responsible for the single audit, producing the annual single audit deliverables like the Schedule of Expenditures of Federal Awards (SEFA).

This position serves as NMED's key point of contact for federal grant management and provides leadership and guidance to agency programs in administering federal awards. As part of the Administrative Services Division, the position oversees agency-wide grant compliance, supervises staff, and collaborates with program areas to ensure effective financial management and compliance with federal grant requirements.


How does it get done?

- Oversee grant financial management and audit compliance for the Grants Section, ensuring compliance with federal and state requirements, the processing of federal grant awards, amendments, applications, and related grant documentation
- Manage monthly grant certifications, including federal drawdowns, chart field creation, Human Capital Management information, cost packages, and supporting documentation
- Oversee sub-award administration, including subrecipient monitoring, compliance reviews, and required federal reporting
- Coordinate grant-related workflows, including form routing, approvals, and the calculation of the annual indirect cost rate, and supports the annual Single Audit by preparing the Schedule of Expenditures of Federal Awards (SEFA) and other required audit schedules
- Serve as the primary liaison with the Chief Financial Officer, Financial Management team, federal agencies, and other state agency partners on grant financial matters

Ideal Candidate

The ideal candidate will have experience in the following:
- Federal regulations, including the Uniform Guidance
- Federal cost packages, federal draws, and federal financial reporting
- Subrecipient reporting and SEFA preparation or review
- Tracking federal revenues and expenditures, including booking and reconciling year-end federal receivables
- SHARE accounting system is preferred


Minimum Qualification

Bachelor's degree and nine (9) years of relevant experience as it relates to the essential duties of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.


Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required.
