The County of San Mateo's Parks Department is seeking a skilled and dependable Marina Worker II to support the daily operations, maintenance, and safety of our County-owned marina. Under general supervision, this journey-level position performs variety of semi-skilled manual and maintenance tasks to preserve, protect and enhance the marina docks and infrastructure of the County marina; manage boating facilities and assist with docking and undocking of boats; conduct minor facility maintenance and dock equipment maintenance and repair; provide customer service and information to marina patrons; ensure compliance with safety and environmental regulations; and perform related duties as assigned.

This role is ideal for someone who enjoys hands-on work in a waterfront environment, values public service, and is experienced in maintenance, boating operations, and safety compliance.

Marina Worker II is the fully experienced journey-level classification in the series. Incumbents perform both routine and complex maintenance and repair work on facilities and equipment used in and around the County-owned marina and provide customer service and information to the public about the County marina. This position is distinguished from the Marina Worker I classification by the greater level of competency required and broader scope of responsibilities, which may include the full-time supervision of temporary employees, and guidance and training of Marina Workers I.

The ideal candidate is a safety-conscious, hands-on professional with strong maintenance skills and the ability to work effectively in a waterfront environment. They bring a combination of technical expertise, customer service experience, and sound judgment in enforcing rules and responding to dynamic situations.

Key attributes include:

  • Ability to swim in open water without assistance and perform physically demanding tasks in and around the marina.

  • At least two (2) years of experience in construction, plumbing, landscaping, or a related skilled trade, including the safe use of tools and equipment.

  • Experience providing customer service and interacting professionally with a diverse public.

  • Ability to interpret and apply rules, regulations, and safety standards in a fair and consistent manner.

  • Knowledge of or experience in boating, marina operations, or working on or near the water, including docking, line handling, or vessel support.

  • Experience with or training in water rescue, boating safety, or emergency response is highly desirable.

  • Relevant certifications such as a professional boat crewman certificate or similar maritime credentials are preferred.

  • Familiarity with harbor or marina operations, such as experience in a deputy harbor master–type role or similar working waterfront position, is highly valued.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Inspect marina facilities for safety and maintenance needs and perform light construction and repair on marina facilities.

  • Assist in docking and undocking vessels; secure boats using rope lines and equipment.

  • Assist in fueling boats and processing payments for fuel sales.

  • Process monthly berth rental fees and perform related arithmetic calculations.

  • Ensure marina cleanliness and adherence to environmental standards.

  • Operate and maintain tools and equipment used in the course of the work; may make minor repairs as needed.

  • Assist the public by providing information on marina facilities, features, and regulations.

  • Enforce rules regarding resource protection, illegal camping, vandalism, general public safety, and safe boat operation.

  • Respond to emergencies and administer first aid and CPR.

  • Handle public complaints, inquiries, and suggestions.

  • Prepare, or assist in maintaining, records on facility usage, daily workload logs, inventories, training plans, and providing information for performance evaluations.

  • Perform moderately heavy physical labor for extended periods of time.

  • Perform related duties as assigned.

Qualifications

Note: The level and scope of the knowledge and skills listed below are related to job duties as defined under Distinguishing Characteristics.

Knowledge of:

  • Marina operational practices and regulatory compliance.

  • Safety protocols and hazards specific to marina operations.

  • Maintenance and repair principles in carpentry, plumbing, and electrical work, and hand tools used in the work.

  • Seamanship and boat handling, including towing and rigging.

  • Small boat documentation and registration procedures.

  • Emergency first aid and CPR protocols.

  • Basic arithmetic for business operations.

  • Computer operations for reporting and record-keeping.

  • Quality customer service practices and effective communication.

  • Environmental regulation compliance and natural resources conservation.

  • Boating safety practices and navigation terminology, including storm and weather signals.

  • California boating laws and UHF/VHF Ship-to-Shore communications.

Skill/Ability to:

  • Operate motorized vehicles and marina equipment safely.

  • Recognize security or safety problems and respond appropriately.

  • Maintain marina cleanliness and facility operations.

  • Provide clear and informative communications to the public.

  • Perform maintenance and handle tools safely and efficiently.

  • Execute emergency response actions including CPR.

  • Enforce marina regulations tactfully and accurately.

  • Collaborate effectively with co-workers and the public.

  • Lead and train staff in marina operations.

  • Prepare brief, accurate and written reports and records.

  • Perform open water rescues and swim unaided in open water when needed.

  • Stand, walk, and bend for extended periods of time and have sufficient strength to lift items weighing up to 60 pounds.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Marina Worker II : Two years of experience in marina support, maintenance, and dock repairs.

Licensure/Certification:

Marina Worker I:

  • Possession of a class C California driver license or equivalent.

  • Acquire within the first six months of employment a Red Cross First Aid Certificate.

  • Acquire within the first six months of employment a Cardiopulmonary Resuscitation Certificate.

  • Acquire within the first six months of employment a U.S. Coast Guard Boating Safety Class Certificate or equivalent.

Marina Worker II:

  • Possess all required licensure and certifications for Marina Worker I at the time of hire.

  • Acquire within the first year of employment a California Penal Code POST 832 Law Enforcement certificate.

The examination will consist of a performance examination and interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. Possession of minimum qualifications does not guarantee advancement in the examination process. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
