Organizational Description The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health. To help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services. Position Title: Senior Accountant Salary Range: $42.23/Hr. to $50.90/Hr. Department: Finance - General Accounting Reports To: General Accounting Manager Classification: Non-Exempt Status: Full-Time Regular POSITION SUMMARY The senior accountant is responsible for and serve as a lead to the daily accounting functions of the organization including preparing, recording, and reviewing revenue, liabilities, and expenses, managing accounts receivable, calculating, reviewing, and posting cost allocations, preparing, and generating reports, reviewing and processing payroll and payments to vendors and clinics and researching items as needed. This role requires a detail-oriented professional with strong accounting and analytical skills and a commitment to upholding the financial stewardship and mission of our organization. - Serve as lead on all aspects of accounting operations including accounts receivable/payable, payroll, benefits, bank accounts/reconciliations, and the management of financial controls in accordance with GAAP.
- Maintain, review, and approve cash receipts, cash disbursements, and accounts receivables, allocate and post journal entries, and review, approve, and process payments for all vendors, clinics, and providers.
- Manage month-end close, including bank reconciliations (monitoring, reconciling, and resolving discrepancies for all bank accounts), Prepare and/or review Balance Sheet accounts reconciliation, prepare, post, review and verify input of journal entries, and must serve as a liaison with year-end audit and schedule preparation, and ensure all financial transactions are recorded accurately and in accordance with GAAP.
- Perform a thorough review of account reconciliations and financial statements and resolve discrepancies by identifying and correcting misallocations, inaccuracies, and discrepancies between accounts with the ability to train and guide internal staff through the process.
- Prepare financial reports for internal management, including BOD & Finance Committee Meeting (FCM), Business Strategy Committee (BSC), Executives Committee, and external agencies.
- Prepare, post, reconcile, review, and maintain Fixed Assets Roll forward and Operating and Capital Lease schedules.
- Review all inter-company transactions and generate invoices as necessary.
- Compiles and analyzes financial information for the organization.
- Assist with projects as they arise - including ERP and other system implementations.
- Conduct variance analysis to identify trends, risks, and opportunities.
- Responsible for fielding and resolving vendor questions including Staff questions.
- Assist in producing on-going financials, other analytical and financial reports.
- Responsible for managing and reviewing the day-to-day accounting functions.
- Assist with payroll reviewing and processing transactions, coordinate timekeeping systems, review payroll and benefit changes and system upgrades and payroll reconciliations.
- Develop, implement, and monitor internal controls to safeguard assets and ensure the accuracy of financial records, and ensure compliance with federal, state, and local regulations, including non-profit and health care-specific requirements.
- Review and process yearly 1099 report for contractors and consultants.
- Maintain filing system for Finance/Accounting department and Serve as a backup for accounting of other functional areas.

MINIMUM QUALIFICATIONS Competencies
- Demonstrating strong technical accounting skills and Generally Accepted Accounting Principles (GAAP) Knowledge, with a deep understanding of financial systems, and the ability to train and guide internal staff through the process.
- Showing strong leadership skills.
- Ability to review and perform tasks and responsibilities in a complete and timely manner while complying with agency policies and standards.
- Exceptional written and verbal communications skills.
- Self-motivated with the ability to work independently as well as to work cooperatively with other agency personnel, as well as diverse social and economic communities.
- Ability to work under pressure with the ability to produce high quality work and exercise good judgment.
- Proven ability to handle multiple projects simultaneously.
- Demonstrated ability to lead a team.
- Demonstrated commitment to customer service.
- B.S. degree Accounting or Finance is required. CPA or working towards it, is desired and preferred.
- Five years of accounting experience is required. Three years of QB, and NetSuite experience is required. Other accounting software and systems implementation experience is a plus.
- Proficiency in accounting software and Microsoft Office Suite.
- Proficient MS Excel skills including Vlookups and pivot tables.
- Strong analytical, organizational, and critical thinking skills.
- Experience with computerized information systems and other software programs required.
- Experience in the health industry desired.
- Preference for candidates with nonprofit accounting experience, appropriate knowledge of tax laws and related issues and regulations, including federal and state filings and sound internal controls.
- Understanding of community health centers.
