Job Title: Federal Construction Superintendent
Job Description
This role oversees federal construction projects with a focus on work performed under U.S. Army Corps of Engineers (USACE) contracts. The Project Manager leads project planning, execution, and close-out while ensuring strict compliance with federal requirements and quality control standards. The position replaces a previously filled role and offers the opportunity to take ownership of complex, high-visibility projects in a regulated environment.
Responsibilities
- Lead the planning, coordination, and execution of federal construction projects from initiation through completion.
- Manage projects performed under USACE contracts, ensuring full compliance with federal and USACE-specific regulations, standards, and procedures.
- Develop and maintain comprehensive project schedules, budgets, and work plans, and monitor progress against established milestones.
- Coordinate with internal teams, subcontractors, and stakeholders to align project objectives, resolve issues, and maintain clear communication throughout the project lifecycle.
- Implement and oversee project quality control processes, including serving as or closely collaborating with the Quality Control Manager (QCM) to ensure work meets all contractual and regulatory requirements.
- Identify project risks related to federal and USACE requirements, develop mitigation strategies, and proactively address potential delays or compliance issues.
- Prepare and review project documentation, including reports, submittals, and correspondence required under federal and USACE contracts.
- Monitor on-site activities for adherence to safety, quality, and schedule requirements, and support the project team in maintaining a safe and compliant work environment.
- Support project close-out activities, including final inspections, punch lists, documentation, and handover to the client in accordance with federal and USACE standards.
Essential Skills
- Proven experience as a Project Manager overseeing federal construction projects.
- Demonstrated background managing projects under USACE contracts and working within USACE processes and requirements.
- Strong understanding of federal construction regulations, contract compliance, and documentation standards.
- Experience implementing and managing quality control programs on construction projects, including familiarity with Quality Control Manager (QCM) responsibilities.
- Excellent organizational skills with the ability to manage schedules, budgets, and multiple project stakeholders.
- Effective communication skills, with the ability to coordinate and collaborate across diverse project teams and external partners.
- Ability to identify and manage project risks, particularly in a federal and USACE-regulated environment.
Additional Skills & Qualifications
- Previous experience in a dedicated Quality Control Manager (QCM) role or close collaboration with QCM functions on construction projects.
- Experience working on multiple federal projects or large-scale, complex construction assignments.
- Familiarity with USACE-specific project management tools, reporting formats, and quality control procedures.
- Strong problem-solving and decision-making abilities in a structured, regulatory environment.
- Relevant education or training in construction management, engineering, or a related field is beneficial.
Work Environment
The role operates within a federal construction project environment governed by USACE and related regulatory standards. The Project Manager collaborates with field teams, subcontractors, and office-based staff, balancing time between the project site and office settings as required by project activities. Work involves regular review of technical documentation, coordination meetings, and oversight of on-site construction operations in a structured, compliance-driven setting.
Job Type & LocationThis is a Contract to Hire position based out of Quantico, VA.
Pay and BenefitsThe pay range for this position is $58.00 - $75.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
