MTEL Case Manager - Licensure & Educator Support

Position Overview In order to best serve our students, schools and families, BPS is seeking MTEL Case Managers to help mitigate teacher shortages by assisting educators on waivers with the licensure process, with the goal of improving retention in the District overall. The MTEL Case Manager works in the Office of Human Resources and meets regularly with waivered educators to facilitate the acquisition of initial licensure. The role involves tracking educator progress, building and maintaining a database of waivered educators, keeping records of artifacts, reviewing MTEL results and competency review progress, and creating support plans. The MTEL Case Manager will develop expertise in Massachusetts educator licensure policy, stay current on policy changes, and advise on strategic actions required. Extending school visits may be required, and the role supports educators, school leaders, and district administrators with expertise as needed. Additional responsibilities may include researching professional support opportunities, traveling to schools, assisting with major projects, and other duties as assigned. Responsibilities Work with School Leaders and individual educators to create support plans for waived educators. Track the progress of individual educators in completing assigned support plans. Maintain a record of program artifacts and provide reports as required by MA DESE and BPS senior leadership. Verify licensure documentation with school leaders and mentors as required. Help navigate the license application process in collaboration with the Department of Elementary and Secondary Education. Help maintain a database of waived educators and work to increase the number of licensed educators within the District. Develop expertise in state licensure policy, monitor changes, and advise on strategic actions. Demonstrate flexibility in adapting to policy changes and collaborating with stakeholders to problem‑solve. Visit individual schools to provide support. Support district educators and administrators with licensure expertise as required. Support the Licensure Manager in preparing additional documents needed for licensure, including employment verification, mentoring/induction forms, and waiver applications. Other duties as assigned. Qualifications – Required Bachelor’s degree. 1‑3 years of professional experience in Human Resources or a related field. Excellent organizational skills and demonstrated ability to multitask and prioritize daily tasks. Strong attention to detail and ability to analyze and solve problems quickly and accurately. Ability to work independently with a keen sense of follow‑through. Strong interpersonal and customer service skills. Experience working effectively with a diverse community and a wide range of constituencies. Excellent verbal and written communication skills. Strong commitment to work quality. Strong technical skills, including the ability to work with, analyze, and communicate analysis of large data sets. Ability to coordinate and work effectively with diverse staff. Ability to work in a team‑oriented environment. Possess current authorization to work in the United States. Understanding and commitment to achieving greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment. A deeply held and unyielding belief in the overarching mission of public education. Qualifications – Preferred Master’s degree in Human Resources, Business Administration, or related field. Expertise in Massachusetts educator licensure. Experience with PeopleSoft or other HRIS. Familiarity with large, complex, unionized environments. Familiarity with Boston and Boston Public Schools. A valid driver’s license and the ability to operate a motor vehicle. Terms Managerial, C41.
