The Presidio Trust is seeking a Transportation Manager in its Planning and Compliance Department. The Presidio Trust is a unique federal agency that stewards and shares the Presidio, one of the most visited national park sites in America and a place where people live and businesses thrive. Reporting to the Director of Planning & Compliance, the Transportation Manager provides program-level leadership for the Presidio Trust's transportation system, including transportation planning, engineering, parking operations, shuttle services, transportation demand management, and related mobility programs. The position oversees transportation staff, budgets, contracts, capital projects, and daily operations to ensure safe, efficient, customer-focused transportation services that support the Trust's mission and operational goals.
Working with internal departments, regional agencies, tenants, and other partners, the Transportation Manager leads the implementation and ongoing management of transportation planning and programs, capital improvements, parking and shuttle operations, financial management, and regulatory compliance. The position serves as the transportation subject-matter expert for agency initiatives involving leasing, infrastructure improvements, environmental planning, and long-range mobility planning. The Transportation Manager helps shape transportation policies, priorities, and investment strategies and provides recommendations to senior leadership on complex issues affecting mobility, visitor access, historic preservation, environmental stewardship, tenant and community needs, and long-term operational performance within one of the nation's most unique urban park settings.
This is a full-time position with benefits and a starting pay range of $172,458 to $188,706, based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by September 22, 2026 will receive first consideration.
Responsibilities
Leadership & Program Administration
- Provide strategic leadership for the planning, engineering, administration, and operation of the Presidio Trust's transportation program, ensuring alignment with organizational goals, financial objectives and long-range planning initiatives.
- Direct, supervise, mentor, and evaluate transportation staff, providing leadership and technical guidance to engineering, operations, project management personnel while fostering a culture of collaboration, accountability and continuous improvement.
- Coordinate transportation initiatives with internal departments, including Finance, Procurement, Business Services, Public Safety, Capital Projects, Real Estate, and other Trust departments to support successful project delivery and transportation operations.
- Develop and implement transportation policies, procedures, and performance measures to improve safety, operations, financial accountability, and customer service.
- Prepare executive reports, presentations, and recommendations regarding transportation operations, budgets, contracts, capital investments and program performance.
Financial Management & Budget Administration
- Develop, manage, and monitor transportation operating and capital budgets and provide recommendations regarding long-range financial needs.
- Oversee budget development, expenditure tracking, financial reporting, and fiscal accountability for transportation programs and contracts.
- Develop grant applications and funding proposals to secure federal, state, local, and regional funding sources that support transportation initiatives.
- Assist with the development and administration of grant applications and other external funding opportunities supporting transportation initiatives.
- Monitor operational and financial performance indicators, prepare program performance reports and recommend operational improvements to maximize efficiency and organizational value.
Capital Projects & Contract Administration
- Develop and oversee a multi-year transportation capital improvement program supporting roadway, transit, parking, bicycle, pedestrian, fleet and mobility infrastructure.
- Administer consultant, professional services, and construction contracts for transportation projects, including procurement, budget management, contractor oversight, and project closeout
- Develop and prioritize transportation capital improvement projects that advance park mobility, traffic safety, accessibility, and congestion management goals.
- Coordinate and oversee transportation projects funded through the Federal Lands Transportation Program and other external funding sources.
- Conduct and oversee transportation engineering analysis, technical studies and reviews, including the evaluation of work performed by consultants, to support capital planning, infrastructure investment, and operational decision-making.
- Oversee transportation assets including shuttle fleet replacement planning and supporting infrastructure.
Transportation Operations & Mobility Programs
- Direct the planning, operation, budgeting, and continuous improvement of the Presidio's transportation system, including parking, shuttle services, traffic operations, transportation demand management, and mobility programs.
- Ensure transportation services are safe, efficient, cost-effective, and support the Trust's goals.
- Oversee parking management systems, revenue collection and reconciliation, vendor performance, utilization analysis, pricing strategies and parking regulations that support operational objectives.
- Evaluate parking utilization and recommend parking policies, pricing strategies, and operational improvements.
- Provide operational oversight of the PresidiGo Shuttle Program, including service planning, contract administration, performance monitoring, fleet management, customer experience and service optimization.
- Coordinate transportation operations for special events, construction activities, emergencies, and other conditions affecting mobility throughout the Presidio.
- Collect, analyze, and report transportation data to evaluate system performance and support operational improvements, policy development and strategic decision making.
Transportation Planning, Engineering & Regulatory Compliance
- Provide transportation planning and engineering expertise in support of Trust planning initiatives, capital improvements, leasing activities, infrastructure investments, and park operations.
- Prepare transportation analyses supporting National Environmental Policy Act (NEPA) documentation and other environmental review requirements.
- Lead coordination with Federal Highway Administration, regional transportation agencies, transit providers, neighboring jurisdictions and other partner organizations to advance transportation planning, funding opportunities, regional connectivity and multimodal mobility initiatives.
- Provide technical oversight of transportation planning studies, engineering analyses, and mobility evaluations prepared by staff or consultants.

Supervisory Responsibilities
Provides direct supervision, leadership, mentoring, and performance management for all transportation staff. Carries out supervisory responsibilities in accordance with the organization’s policies, directives and applicable laws. Responsibilities include interviewing, hiring, and training and mentoring employees; planning, assigning, and directing work; appraising performance; fostering continuous improvement and staff development; authorizing time off; coaching and disciplining employees; and addressing complaints and resolving problems.
Required Qualifications
- Bachelor’s degree in transportation, urban planning, civil or transportation engineering, public administration or a closely related field.
- Ten (10) years of progressively responsible experience in transportation planning, engineering, operations, project management, or a related field
- Supervisory or project management experience preferred, including experience leading multidisciplinary teams
- Graduate degree in one of the above fields may substitute for two (2) years of experience.
- Demonstrated experience managing transportation operations, capital improvement programs, consultant contracts, and operating and capital budgets.
- Demonstrated ability to lead complex transportation initiatives involving multiple stakeholders, competing priorities, and cross-functional teams.
- Demonstrated experience administering consultant and construction contracts, transportation capital projects, and federally funded transportation programs.
- Strong analytical, communication, negotiation, and presentation skills, including the ability to communicate technical information to executive leadership, partner agencies, and public audiences.
- Computer proficiency in Microsoft Word and Excel.
Desired Qualifications
- Knowledge and experience with database management and statistical analysis.
- Professional Engineer (PE) license.
- Experience managing transportation programs within a campus, park, university, or small municipal setting is highly desirable.
