Management Analyst

This position is located in the USDA, Rural Development (RD), Innovation Center, Regulations Management Division, Regulations Support Branch. The incumbent performs duties related to all RD program policies and procedures, borrower management, regulations and paperwork clearance functions. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates With some supervision, GS-12 Writing and editing agency regulations, directives, and policy guidance Writing skills and experience in positions that required communicating agency and administration policy and procedures that explained technical or controversial issues Working under compressed, pressure-filled deadlines in a collaborative manner with other agency officials and policy experts in analyzing and interpreting complex information and tailoring messages for audience appeal and impact Analyze report finding and maintain coordination of program reviews and evaluations Create organizational charts, contact lists, schedules, or other information needed to monitor and conduct projects Recommend revisions to management review guides to keep current with legislative and regulatory program changes Interpret and implement new or revised organizational policies, regulations or procedures Develops, revises and implements procedures to improve the effectiveness and efficiency of regulatory and information operations Qualifications are based upon meeting specialized experience only. GS-13 Writing and editing complex agency regulations, directives, and policy guidance Writing skills and extensive experience in positions that required communicating agency and administration policy and procedures that explained technical or controversial issues Working under tight, pressure-filled deadlines in a collaborative manner with other agency officials and policy experts in analyzing and interpreting complex information and tailoring messages for audience appeal and impact Designs and conducts comprehensive management studies on program regulations, procedures and objectives Participates in the development of new regulations and procedures to meet legislative and/or administrative changes in the mission program areas Conduct or oversee comprehensive reviews and assessments of operation to determine the extent of compliance with organization rules and regulations Interpret and implement new or revised organizational policies, regulations or procedures Participates in planning sessions to develop regulations and procedures which affect programs Recommend revisions to management review guides to keep current with legislative and regulatory program changes Qualifications are based upon meeting specialized experience only.
